Associate Specialist, Monitoring & Oversight – GL C – Defined Duration until December 2028
Reporting to the Head of Grant Financial Management, the Associate Specialist, Monitoring & Oversight, is responsible for support monitoring and oversight as well as coordination and triangulation of financial data for a Grant Management Department and/or Regional team for information management and identification of operational efficiency levers. They perform financial data analytics to ensure completeness and accuracy in order to drive robust investment decisions, such as value for money analyses and assessments on efficiency and effectiveness, as well as opportunities and trends.
They are responsible for the tracking and management of the core financial indicators (KPI’s) of the Grant Management Department. They are the main focal point for the corporate finance team regarding portfolio level data consolidation and analysis.
The role involves supporting in the interactions with several teams within Finance and Administration, Grant Management, and Strategic Information as well as other corporate services team.
Key Responsibilities
Finance Data Management
Supporting to ensure completeness and accuracy of the following financial information within the scope of work by providing assurance on the:
- Accuracy and completeness of grant budgets, corporate grant forecasts and recoverable amounts (OIG & Non-OIG Recoverable)
- Accuracy and completeness of cash balance and other Progress Updates Disbursement Request (PUDR) financial information (opening and closing) in the Global Fund Grant Operating System (GOS)
- Finalization and completeness of the financial aspect of the Integrated Risk Module (IRM) and the Financial Management Impact Review (FMIR)
- Finalization and completion of the fiscal agent Module and grant external audit tracking module.
- Monitoring and reporting on the compliance, completion and accuracy of Financial Closure Reports (FCRs)
Finance Data Analysis
Supporting in analysing the validated data within their scope of work to identify trends, outliers and potential data quality issues:
- Coordinate the review and consistency check of the agreed key financial metrics and indicators (absorptions, risk and other financial analysis).
- Ensure consistency in validating the finance data in the Global Fund systems and escalate any data quality issues and/or inconsistencies for corrective actions.
- Coordinate the identification of any training and/or other change initiatives in collaboration with the financial center of expertise to improve business processes, templates in order to drive consistency and enhance data quality.
Monitoring & Oversight
Supporting in performing the Monitoring and Oversight function as follows:
- Assist in developing and maintaining financial monitoring systems and procedures to identify, analyze, and report exceptions in financial operations, assisting in highlighting deviations from expected results or standards to ensure adherence to financial policies and procedures.
- Support compliance efforts and monitor adjustments/recommendations as needed to align with best practices and organizational objectives.
- Participate in forums or platforms for analysis of problematic indicators or areas of underperformance to contribute to discussions and collaborative problem-solving, utilizing data insights to identify training needs for staff. Support initiatives for upskilling and reskilling, enhancing the team’s capabilities in financial management and analytics.
- Contribute to defining and implementing key performance indicators (KPIs) for financial operations, ensuring integration into performance objectives and reviews to foster accountability and continuous improvement.
- Assist in tracking critical financial performance indicators, such as Monthly Monitoring Mechanisms (MMM), Financial Performance, Risk Management metrics, Financial Management Information Reports (FMIR), and Action Plans for Audit Management Actions (AMAs).
The above responsibilities are expected to be performed in accordance with the Global Fund Comprehensive Funding Policies, Grant Regulations, Financial guidelines and other operational procedures.
The Head of Grant Financial Management can temporarily assign the Associate Specialist to enhance financial oversight of country portfolios, offering vital support for country operations. This role entails working with country teams to deliver expert financial advice, ensure adherence to the Global Fund’s fiduciary standards, and set up effective monitoring systems to optimize grant implementation and reduce operational bottlenecks, ultimately aiming to boost financial integrity and operational efficiency in the organization’s grant management practices.
Subject to change by the Executive Director at any time at their sole discretion.
Qualifications
Essential:
- Degree in Finance or Economics (bachelor’s in finance or economics) or accounting qualification (professional qualification such as a Chartered Accountant, Certified Public Accountant, Certified Financial Analyst, Fédération des Experts-Comptables Européens).
Experience
Essential:
- Demonstrated solid experience in financial analysis, obtained within an international accounting firm, bilateral or multilateral aid agency, government department, industry, or a commercial or investment bank;
- Good command of data analytics and ability to use excel and tableau;
- Ability to plan, work and meet deadline with quality deliverables;
- Coordination skill as they will have to coordinate and consolidate data at regional level.
Desirable:
- Minimum 4 years of demonstrated professional experience in financial management (including auditing, accounting controlling etc..) and analysis
- Grants and finance management experience, preferably in the health, social or financing sector would be an advantage as well as relevant experience in developing countries;
- Experience of working within an international or regional sphere of activity.
Competencies
Languages:
An excellent knowledge of English and preferably a good working knowledge of French. Knowledge of other languages would be an asset.
Functional Competencies:
- Analytical: Understanding of analytical techniques related to assessment of quantitative and qualitative information. Level 2
- Audit & Investigation: Knowledge of and attentiveness to any signs of ineffectiveness, fraud, corruption or abuse of human rights in the Global Fund’s operation. Level 1.
- Country Context: Awareness of political, economic and geographical/infrastructure factors specific for each of the served countries, enabling advisory and true assistance (instead of “one-fits-all” approach). Level 1.
- Due Diligence: Ensuring an appropriate spend of money by means of making informed decisions and initiating actions only after investigating all facts, conditions, rules, laws, regulations, financial considerations, or any other such matters. Level 2.
- Finance: Knowledge/awareness of financial and accounting aspects related to the Global Fund’s services. Level 1
- Geopolitical awareness: Knowledge/sensitivity regarding social, political, economic realities and dynamics in specific geographies in order to use appropriate influencing and dialogue strategies, respond to challenge and problem arising. Level 1
- Multicultural understanding: Sensitivity to multicultural differences and general awareness of how they impact cooperation, ability to use it in cooperation with partners representing other cultures. Level 1
- Operational policy: Knowledge of the Global Fund operational policies related to grant cycle. Level 2
- Risk: Knowledge of the risk management process: identification, aggregation, mitigation, monitoring and reporting of the risks associated with a grant making organisation that operated in high risk & challenging operating environments. Level 1
- Strengthening systems for health: Knowledge of how strengthening health systems helps to prevent, detect and respond to future health crises and reduces risks for individuals and communities. Level 1
Technical Competencies:
- Analytical ability to organize a set of data and correctly interpret them for decision making;
- IT skills including proficiency in: ERP Systems, Microsoft Office Word, Excel and Power Point;
- Good skills in financial management (including accounting, reporting, risk management and assurance techniques);
- A good understanding of public financial management systems;
- Able to identify trends in both quantitative and qualitative information and utilize analytical capabilities to develop and update approaches to ways of working at the Global Fund. Good knowledge of how to access the required information and to assemble and report on it in a useful form;
- Expertise in a key area of finance function (e.g. Controlling, Budgeting, Strategic Planning). Interprets and applies relevant internal and external financial policies, processes, relevant regulations;
- Understands Risk & Assurance Framework and risk management best practices and applies these to own work;
- Working with others, leveraging organizational knowledge and expertise in order to deliver outputs, solve problems or create ideas.
