The Global Operations Africa Program Management Team (PMT) is a team of about 25 professional staff dispersed in the US and Africa. We leverage the power of the network to establish operational and technical excellence in and beyond market to achieve positive and scaled consumer powered primary health care outcomes. PSI Madagascar has been operating in Madagascar since 1998, implementing health interventions from a variety of different donors including USAID, the Global Fund and AFD, reaching Malagasy people nationwide.
PSI seeks an Associate Manager, Subaward that will support management of PSI’s contractual relationships with subawardees primarily under a portfolio of two large Global Fund programs – with a total value exceeding $100 million from January 2024 to December 2026 and working to address HIV, Tuberculosis and Malaria. Participate in the subaward management process from development of the agreement to initiating and tracking subaward advances/payments to building the capacity of subaward managers in the PSI Madagascar country office. Work closely with colleagues in Global Operations and other PSI country offices and the Grants and Contracts Department to ensure subaward management is in line with overall program management, donor requirements, and PSI policies.
Responsibilities
Your contributions
- Provide financial oversight over subawards, including initiating and tracking payments, tracking burn rates against subaward terms, ensuring expenditures are incorporated into prime award financial reports, and validating spend aligns with subawardee programmatic deliverables. 25% of Time
- * Conduct or collaborate with in-country subaward teams to conduct regular site visits to review financial documents. Follow up on audit issues and documents resolutions. 25% of Time
- * Assist in the development and negotiation of subagreements, including cost-reimbursable subagreements, fixed amount agreements, master subagreements, pre-award letters of authorization as well as amendments to these sub agreements, in accordance with PSI policy. Ensure that subagreements are reviewed and approved by PSI’s Grants and Contracts Department. 20% of Time
- * Track sub-awardee performance across all compliance areas. Collect and file essential sub-award documentation; ensuring compliance with the Patriot Act and Transparency Act and other such requirements. 20% of Time
- * Support the Senior Subaward Manager, as needed, to provide training on PSI’s subaward management tools, templates, methods, and processes developed by PSI’s Grants and Contracts Department. 10% of Time

What are we looking for?
- Bachelor’s Degree (or international equivalent) in a related field
- * Master’s Degree (or international equivalent) in a related field preferred
- * At least 3 years of experience working in grant management, subaward management, or a related field. An equivalent combination of related education and experience may be substituted.
- * Strong financial management, data analysis, and excel skills.
- * Demonstrated knowledge of various donor rules and regulations (e.g., USG, Global Fund, DfID, private foundations).
- * Extremely organized and detail oriented.
- * Effective verbal and written communicator.
- * Proficiency in French at the professional working level, including reading, writing, and speaking, and proficiency in English is an added advantage.
