As an Associate Treasury Officer, you will provide analytical, technical and operational support to TDFD front office in capital market activities and the execution of ADB’s annual borrowing program, which raises cost efficient funds for the benefit of ADB’s borrowers. You will assist in (i) monitoring, evaluating and documenting funding transactions, including borrowings and derivatives executed in international and domestic markets, (ii) reviewing and assessing the proposed terms for new structures or products, (iii) preparation and timely submission of required reports or documents for stock exchanges, regulatory agencies, credit ratings agencies, banks/underwriters, and relevant government authorities, and (iv) the review and update of medium-term note program documents and processes, including measures to support organizational resilience.

- Provide analytical and operational support necessary to evaluate trade terms and conditions and execute funding opportunities in various capital markets with a view to raising cost efficient funds as part of ADB’s annual borrowing program.
- Review, negotiate and finalize borrowing documents, to ensure that the agreed terms and conditions are accurately reflected, and documents are completed within the prescribed timeline for the smooth settlement of transactions.
- Provide support to traders on the review of term sheets for funding, asset-liability management and loan related derivative transactions, including buybacks and novation.
- Review, negotiate, and finalize swap confirmations, ensuring that agreed terms and conditions are accurately reflected in the document.
- Review termsheets for new structures or products and provides support in monitoring the completion of the clearances with relevant units.
- Prepare and submit regular reports or documents required for stock exchanges, regulatory agencies, banks/underwriters, relevant government authorities and credit rating agencies.
- Draft responses to queries from investors, agents, auditors and ADB’s Board of Directors related to TDFD borrowings and processes.
- Assist in the review and update of medium-term note program documents and processes, including measures to support organizational resilience.
- Provide support to other divisions and units in Treasury Department as and when needed for special projects and tasks.
- Perform other duties that may be assigned and reflected in the incumbent’s work plan.
Qualifications:
- Bachelor’s degree in accounting, banking, finance, business administration, communications or other relevant disciplines.
- At least 6 years of relevant experience, preferably in the field of debt capital markets, banking, financial accounting or treasury operations.
- Excellent written and verbal communication skills in English.
- Relevant knowledge and understanding of borrowing instruments, international banking practices, and capital markets.
- Ability to quickly understand relevant Treasury and ADB-wide policies, procedures, guidelines and reporting formats.
- In-depth understanding of the interactions between different ADB work areas and relevant work flows and their purpose.
- Ability to liase and work collaboratively as a constructive team member.
