The Associate Treasury Officer provides analytical support and coordination of TDFD’s investor relations and knowledge sharing initiatives to support TDFD’s capital market activities and execution of ADB annual borrowing program, which raises cost efficient funds for the benefit of ADB’s borrowers. The Officer will assist in (i) monitoring, measuring and managing the reporting of funding operations, including database management, and (iii) preparation of presentation materials for investors, ratings agencies, banks, and relevant government authorities. The incumbent will report to designated international staff (IS) and senior national staff (NS).
Responsibilities:
- Provides analytical support necessary to monitor, evaluate, and execute funding opportunities in various capital markets with a view to raising cost efficient funds as part of ADB’s annual borrowing program.
- Coordinates the evaluation of counterparty engagement including monitoring of dealer contribution, secondary turnover, and swap charge rankings
- Promotes investor relations efforts which include coordination of investor meetings and preparation of reference and marketing materials.
- Contributes and assists in the review of regular reports which includes Treasury Quarterly Report and Borrowing Program papers. Facilitates and coordinates annual reviews by credit rating agencies.
- Assists in the (i) analysis of derivative transactions and related swap intermediation charges and collateral arrangements, (ii) review of policies and guidelines governing Treasury’s activities, and (iii) the development, upgrade or enhancement of systems supporting the requirements of the division.
- Updates ADB’s website with the latest information necessary to keep various stakeholders aware of key information about ADB and ensures that new and vital information are posted on the website and investor inquiries are promptly addressed.
- Assists in the monitoring and analysis of borrowing-related expenses and provides support in the evaluation of contract proposals and resource allocation.
- Provides support to other divisions and units in Treasury Department as and when needed for special projects and tasks.
- Performs other duties that may be assigned and reflected in the incumbent’s work plan.
Qualifications:
Relevant Experience & Requirements:
- Bachelor’s degree in accounting, banking, finance, business administration, communications, or other relevant disciplines; preferably with advanced training
- At least 6 years of relevant experience, preferably in the field of debt capital markets, banking, financial accounting, or treasury operations.
- Relevant knowledge and understanding of borrowing instruments, international banking practices, and capital markets.
- Ability to understand relevant treasury and ADB-wide policies, procedures, guidelines, and reporting formats.
- Proven interpersonal skills.
- Ability to understand interactions between different ADB work areas and relevant workflows and their purpose.
- Ability to work collaboratively with teams as a constructive team member.
