As an Associate Treasury Officer, you will provide analytical and operational support in carrying out cash management functions, playing a critical role in the: (i) management of cash for ADB’s Trust and Special funds and cross-sectionally for local currencies, to ensure availability of funds to meet financial obligations; (ii) preparation of various cash flow projections report to support local currency funding and investment strategies; and (iii) regular improvement of the existing process and systems governing local currency activities to deliver optimal services to the Local currency team and other stakeholders such as the Private Sector deal teams. The Associate Treasury Officer will contribute in the overall relationship management with ADB’s main local currency correspondent banks jointly with the banking relationships team.
Cash Positioning and Cash Management:
  • Assist in the monitoring and management of cash flows to ensure availability for ADB’s Trust Funds and Special Funds (TF/SF) and local currencies (LCL) operations to meet financial obligations. Keep abreast of local market regulations and their impact on local currency initiatives to ensure smooth management of local currency requirements.
  • Conduct the daily cash planning/monitoring of the TF/SF/LCL Portfolios by coordinating with business units and ensuring that daily cash requirements (inflow and outflows) are reflected.
  • Ensure adequate and timely funding of local currency debt service requirements and related.
  • Ensure coverage of intraday cash requirements by studying intraday cash movements in relevant bank accounts.
  • Back up similar activities for ADB’s other portfolios and major currencies.
Cash Flow Projection Reports:
  • Prepare data and information related to the planning and projection of ADB’s key TF/SF, with special attention to those extending loans (e.g., LEAP, CFPS2, CTF, etc.).
  • Monitor trends in cash inflows and outflows to determine variances in cash position versus projections and makes necessary adjustments to cash projections.
  • Gather data and prepare reports required to provide longer cash position insights for the local currency portfolios, in close coordination with the Client Service team and TD’s Financial Policy team.
  • Back up similar activities for other portfolios and major currencies.
ADF Contribution and encashment management:
  • Coordinate the disposition of ADF receipts and prepare the necessary fund transfer to facilitate conversion and investment of collected funds.
Business Improvement and Stakeholder Relationship Management:
  • Analyze business processes and develop proposals to improve these processes in line with organizational and business reviews and as part of the design, development, or enhancement of related Information Technology systems to ensure effectiveness and efficiency of various workflows related to local currency cash management.
  • Liaise and coordinate tactfully with internal and external stakeholders, including TD management, to address queries, provide information or clarification, investigate, and resolve issues relating to local currency cash flow projections and monitoring.
  • Serve as back up of senior staff in other assigned tasks covering all or a combination of the following functions:
  • Capital Subscription. Analyze and implement provisions of the Board of Governors’ Resolutions governing subscription to ADB’s capital stock, and manages activities relating to billings, payments, and encashment of promissory notes including admission of new members.
  • Asian Development Fund Contributions. Administer donor contributions and encashment of promissory notes under the replenishments of the Asian Development Fund (ADF), and manage contributed resources in accordance with the ADF regulations and the related Board Paper/s.
  • Loan Service Payments and Prepayments. Supervise collection and ensures accurate recording of loan service payments (LSPs) and loan prepayments processed by staff; monitor the inflow of funds and inform concerned divisions in TD to facilitate investment of funds, disbursements, and related funding actions.
Others:
  • Perform activities in support of ADB’s Organizational Resilience.
  • Perform other duties as required and reflected in the incumbent’s work plan.
Qualifications
You will need:
  • Bachelor’s degree in accounting, finance or banking, preferably with training in Financial Planning and Analysis.
  • At least 6 years of relevant professional experience in an international financial institution or similar organization; and at least 4 years of supervisory experience.
  • Ability to effectively interact with staff at all levels within and outside the Treasury department.
  • Excellent oral and written communication skills.
  • In-depth understanding of the interactions between different ADB work areas and relevant workflows and their purpose.
  • Solid knowledge of financial analyses techniques, international banking practices, international payment systems, foreign currencies/financial instruments related transaction processes.
  • Knowledge of the role of multilateral financial institutions, particularly in treasury functions, and central banking operations.
  • Solid understanding of relevant Treasury and ADB-wide policies, procedures, guidelines, and reporting formats.
  • Ability to manage priorities and workload within general schedule of work, instructions, and standardized practices.
  • In-depth knowledge of the structure, capabilities, limitations, and outputs of existing Treasury systems as well as potential interfaces with other financial applications.
  • Proven competency in Microsoft Excel and in at least one of the leading Business Intelligence tools (Tableau Software, Microsoft Power BI, Qlik View, etc.).
