Overview

CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

Country Program Overview

CHAI began working in Cambodia in 2005 to help the Ministry of Health tackle the rise in HIV by introducing better treatment for adults and children and eliminating mother-to-child transmission. The CHAI Cambodia office has grown rapidly since its inception to manage multiple projects. In addition to HIV, CHAI is now supporting the Ministry of Health to tackle the burden of disease TB, eliminate malaria and address multi-drug resistance, save the lives of women through improved access to lifesaving reproductive health care, enhance immunization systems, increase oxygen availability at all levels of the health system, strengthen laboratory services, and more. Looking ahead, we wish to support the Cambodia Ministry of Health achieves its goals for non-communicable diseases (e.g. diabetes, hypertension, cancer, mental health, etc.).

In line with WHO global targets for viral hepatitis, in 2020 the Royal Government of Cambodia (RGC) set the goal of eliminating hepatitis C (HCV) and hepatitis B (HBV) including Mother-to-Child Transmission (MTCT) nationwide by 2030. Under the leadership of the Communicable Disease Control Department (CDC), Cambodia has put in place key strategy and policy documents for these services. With government budget allocation and the support of partners, targeted introduction of services was introduced in late 2023 to 15 health operational districts. Building on this progress, Cambodia’s Viral Hepatitis Program aims to expand services nationwide to increase access to lifesaving services, especially amongst pregnant women and older adults.

Position Summary

 

CHAI is seeking a highly motivated individual with strong problem-solving and communication skills to work as an Associate for the Viral Hepatitis program helping the MoH-CDC achieve its elimination goals. The candidate must be self-driven, adaptable, and have a high level of comfort with ambiguity to work with both central and subnational levels. The selected candidate will be expected to collaborate closely with the MoH-CDC, government offices, and other partners to provide implementation assistance with a view to national scale-up of viral hepatitis services. The role will require 20-30% domestic travel.

 

Based in Phnom Penh, Cambodia, fluency in Khmer language and a strong command of written and spoken English for business purposes will be required. 

Responsibilities

  • Collaborate regularly with the MoH-CDC, local partners and other relevant stakeholders to support implementation and scale-up of national hepatitis program
  • Support identification of good practices and lessons learned, in coloration with national, provincial, district health authorities and health centres
  • Support improvement of data monitoring processes and systems, with a focus on using program data to identify areas for improvement within initial roll-out to inform subsequent national scale-up
  • Partner with MoH-CDC to conduct regular monitoring of program progress and execution across 15 Operational Districts, including supporting with supervision visits, identifying solutions, and communicating with subnational facilities to resolve ad-hoc issues
  • Serve as thought partner to MoH-CDC around future integration of Viral Hepatitis program into existing national processes and systems (including referral processes)
  • Participate in resource mobilization efforts for national viral hepatitis program, including updating the investment case, drafting proposal or budgets as needed
  • Support identification of financing channels (through social protection schemes, domestic financing, others) for long-term sustainability of HBV and HCV services
  • Develop and contribute to the drafting of key documents, including budget proposals and regular program reporting
  • Collaborate with the government to ensure skills transfer and government ownership
  • Act as strategic thought partner to program manager

Qualifications

  • Bachelor’s degree in a related field with at least 3 years of professional experience in a fast-paced environment
  • Exceptional problem-solving and analytical skills, with high attention to detail and ability to operate without extensive support
  • Strong communication and interpersonal skills, with demonstrated ability to build strong professional relationships with a range of stakeholders
  • Strong coordination skills, including proven ability to work independently on complex projects and prioritize across multiple workstreams with a focus on program outcomes
  • High proficiency in Microsoft Word, Excel and PowerPoint
  • Fluency in Khmer language and strong command of written and spoken English for business purposes
  • Ability and willingness to quickly build understanding on new topics, especially technical information on Viral Hepatitis
  • Strong openness to feedback and willingness to improve

Advantages:

  • Knowledge of Cambodia central and subnational level administrative and health structures
  • Experience working in public health or public sector with some demonstrated understanding of Ministry of Health strategies and priorities
  • Technical knowledge on viral hepatitis and/or experience in public health related to infectious diseases (e.g., HIV/AIDS) and Prevention of Mother to Child Transmission programs
