Asylum Resource and Referral Supervisor

Job Overview: The Asylum Resource & Referral Supervisor provides trauma-informed services to asylum seekers and migrants to support a positive initial reception experience in Atlanta. The Supervisor works with a range of partners to develop an integrated approach to the reception of newly arrived asylum seekers and migrants in Atlanta, develop an understanding of direct services available to asylum seekers, and assist with navigating those resources. The Supervisor develops referral plans to meet individual client needs, leveraging a broad range of resources and partnerships across legal and social services programs. This position reports to the Resettlement Program Manager and will be part of a network of RAI US programs providing initial welcoming and reception services to newly arrived asylum seekers and migrants. This is a limited, 6-month opportunity with the possibility of extension dependent on grant funding.

Major Responsibilities:

Community Outreach

  • Lead IRC Atlanta’s efforts to work with community partners to map available services, to welcome newly arrived asylum seekers and migrants with dignity.
  • Identify and develop partnerships to expand and improve the quality of referrals for clients.
  • Collaborate with partners on joint activities, including information workshops and collaborative events providing services.
  • Cooperate with other IRC offices working with asylum seekers to share best practices and ensure adequate client follow-up when needed.
  • Coordinate outreach to clients with colleagues in other departments to ensure the broadest possible range of newly arrived clients are aware of services.
  • Cultivate and maintain partnerships and communication channels with community organizations, service providers, local government entities, and faith-based groups.
  • Maintain communication with local and state coalitions working with migrant and vulnerable communities.
  • Attend partner network meetings as needed and represent IRC at Atlanta meetings and events in the community, including by giving presentations and orientations to community members, clients, and partners; this includes timely communication, scheduling appointments, organizing, and supporting events, and conducting outreach.
  • Coordinate with local groups and coalitions to streamline the referral process to maximize resources, ensure client assistance, and avoid duplicating efforts.
  • Assist in the coordination of in-kind donation drives with IRC staff and volunteer groups as needed.

Oversight of Direct Services

  • Supervise and manage the provision of resources and referrals to clients, both individually and at group workshop events
  • Supervise and manage the intake process to identify clients’ top needs and make referrals to appropriate local providers.
  • Oversee and administer intake questionnaires to walk-in clients to identify eligibility and obtain a needs assessment.
  • Supervise and manage collecting, review, and safeguard documents for program enrollment.
  • Oversee and coordinate the enrollment of new clients based on eligibility criteria and explore alternative resources for those who do not meet the eligibility requirements.
  • Oversee the Submission of internal requests and follow-up approval to assist clients and non-clients directly.
  • Enable adequate communication tools to interact with clients when language might be a barrier for the client.
  • Oversee the delivery of providing basic legal information and orientation to ensure clients understand the next steps in their process, how to seek and what to expect from legal counsel, and how to seek further information about their legal case.
  • Oversee and coordinate the provision of direct assistance such as cash cards.
  • Follow up with partners to assess the effectiveness of referrals.
  • Seek consultations with our Technical Unit colleagues to ensure quality of program delivery, especially regarding referral and triage procedures for complex cases.
  • Maintain strict client confidentiality and observe all other ethical practices and obligations.
  • Collaborate with colleagues in the IRC offices in Atlanta specifically as well as other IRC offices across the US, providing welcoming and reception activities, and work with Technical Units to ensure joint strategy, including but not limited to participating in technical-led training and calls.
  • Remain current on program eligibility guidelines and clearly communicate updates to program staff and office leadership
  • Support the team in providing direct client services when client volume and /or staff transition warrant the need for additional support.
  • Manage, onboard, and supervise staff, interns, and volunteers as needed.

Grant Management & Reporting

  • Work with the Deputy Director, Resettlement Programs, other IRC staff, and partner organizations to support accurate and timely completion of all program reports as required by funding sources, headquarters, and other partners.
  • Record and track monthly and quarterly performance and document all client work appropriately.
  • Other duties as assigned.

Job Requirements:

Education: Bachelor’s degree in social work, migration studies, legal studies, or related field of study preferred. Please note that relevant work and lived experience can be a substitute for a degree.

Work Experience:

  • Relevant professional experience in non-profit or social service organizations focused on immigrant rights is required; minimum of 3 years’ experience is strongly preferred.
  • Two years of experience managing or coordinating a project and/or providing critical operational support to a project or program highly desired.

Demonstrated Skills & Competencies:

  • Deep commitment to serving communities across immigration statuses facing multiple obstacles and vulnerabilities.
  • Demonstrated success working and communicating effectively across lines of difference with respect to race, gender, ethnicity, language, religion, and age.
  • Lived experience as a refugee or immigrant is highly desired; in lieu of lived experience, experience working with refugees and/or immigrants, in particular with individuals and communities across immigration statuses.
  • Commitment to anti-racism and ongoing learning.
  • Expert communication skills in English (written and verbal) with a demonstrated ability to synthesize complex materials and technical topics into key learnings and insights for non-experts, in a cross-cultural environment.
  • Strong relationship building, diplomacy, and networking skills; ability to cultivate and strengthen internal and external relationships with stakeholders.
  • Self-starter with excellent problem-solving skills combined with the proven ability to multi-task, prioritize duties and manage time effectively.
  • Ability to follow strict guidelines of client confidentiality and safeguarding.
  • Proficient in Microsoft Office applications (Word, Excel, Outlook); ability to use the internet and other digital tools for data entry, research, and problem-solving purposes.
  • Valid driver’s license and access to a personal, insured vehicle.

Language Skills: 

Fluency in at least one commonly spoken client language, such as Spanish, Haitian Creole, or Indigenous languages spoken in Mexico or Central America highly desired.

Working Environment:

  • A combination of standard office environment, remote work, and ‘field’ time within the service delivery area to perform the above outlined responsibilities.
  • Occasional domestic (non-local) travel required; up to 10%.
  • May require occasional weekend and/or evening work.
