A roster of suitable candidates may be established for this post as a result of this selection process for fixed-term appointments against both established posts and positions funded by general temporary assistance (GTA).

 

Important:

Recruitment for this post in the General Service category is done on a local basis. As a result, staff are generally recruited from the area in which the particular office is located but could be of any nationality.  Candidates applying to a post in the General Services category shall meet the relevant employment and immigration requirements in the country of the duty station, including fulfilling residence and work permit conditions.

 

Applicants will be responsible for any expenses incurred in relation to: visa, travel to and from, and relocation to and from the duty station, in the event of an employment offer.

 

A staff member in the General Service category who has been locally recruited shall not be eligible for the entitlements and/or benefits exclusively applicable to internationally recruited staff.

 

 

Organizational context

Under the direct supervision of the Director of the Division of External Operations, the Public Information and Outreach Section (PIOS) ensures that the proceedings are accessible to the public, raises awareness and promotes an understanding about the Court’s mandate and activities with the ultimate goal of getting support. It does so in relation to a number of target audiences across the globe, mainly encompassing international press and media, victims and communities affected by crimes within the jurisdiction before the Court; and key stakeholders such as legal communities, academics and non-governmental organisations. PIOS achieves its objectives through the use of a variety of communication means including granting interviews to media, press releases and production of other publications and audio visual materials as well as through the website and new social media platforms. PIOS is also responsible for the organisation of campaigns, events, and visits ranging from general groups to high profile visitors. It consists of four units: Public Affairs Unit; Protocol, Events and Visits Unit; Outreach Unit and Audio-Visual Production Unit.

The Audio-Visual Unit (AVU) creates video and audio summaries of the hearings as well as TV and radio programmes and documentaries of main judicial developments. This material is used by the outreach staff in the field and targets the affected communities but also international media, NGOs, academia and the legal community. The Unit also supports other Sections and organs of the Court in the recording of interviews, speeches and presentations of elected officials as well as all type of events, press conferences and ceremonies taking place at HQ and, on exceptional basis, in the field. The AVU produces ICC promotional videos and all audio visual content for the website, social media and for digital specific campaigns.

 

Duties and responsibilities

Within this framework and under direct supervision of the Head of the Audio – Visual Production Unit, the Audio-Visual Production Assistant will perform the following tasks:

  • Follow the ICC hearings records, make notes of time – codes and produce first draft of the script for the AV summary (radio and television programme). Produce daily written summaries of the proceedings for internal information purposes (primarily for Outreach Officers in the Field Offices);
  • Assist in the production and script-writing of all type ICC audio-visual products by:
    • researching diverse print and electronic information sources for topics;
    • suggesting ideas on content and, narration texts, selecting excerpts from selects visual materials, and evaluating quality for inclusion in productions, and obtaining requisite clearances and copyrights as required;
  • Oversee the distribution of video materials;
  • Ensure the good management of the archives and the proper safekeeping/preservation of historical visual materials;
  • Participate in planning and execution of audio visual products, arrange for interviews with officials, experts and other for programmes;
  • Identify and selects appropriate and relevant excerpts of speeches and statements for processing;
  • Assist in the electronic dissemination and compilation of ICC programmes;
  • Prepare, maintain and update the ICC webpage and social media platforms by uploading and downloading audio files, maintaining file structure, producing text for descriptions of this material and monitoring use of AV products;
  • Identify and prepare new material for inclusion in the ICC website and social media platforms by researching various information sources for relevant material and cross checking information, structure and style with author offices or Field Office as required, preparing new web pages and monitoring relevant social media platforms for comments and feedback;
  • Answer requests from external and internal clients;
  • Archive audio-visual material;
  • Maintain digital archive;
  • Support other public information activities of the Section by editing documents and press releases, maintaining database of media houses, disseminating press releases or other information by mail, escorting and assisting journalists, taking and archiving photographs.

 

Essential qualifications

Education:

Diploma of secondary education. Additional qualifications and/or training in audio-visual production or related field is highly desirable.

 

Experience:

A minimum of four years of progressively responsible experience in Audio-Visual production, media, or other related area, preferably in an international organisation.

  • Knowledge and experience in television/radio production is desirable;
  • Experience in a legal environment would be considered an asset;
  • Knowledge and experience in filming and editing (especially using Avid software) is desirable;

 

Knowledge, Skills and Abilities:

  • Ability to write in clear and concise manner;
  • Excellent computer skills, using office MS software applications;
  • Knowledge of SAP and TRIM would be considered an asset;
  • Ability to establish priorities, to plan and coordinate own work;
  • Ability to cope with tight deadlines and pressure;
  • Flexibility to travel to areas of operation as necessary;
  • Ability to work under stressful conditions and with time constraints, respecting deadlines;
  • Attention to detail with the specific ability to  be able to follow  and understand judicial proceedings for extended periods of time;
  • Good interpersonal skills;
  • Ability to work in a  multi-cultural,  multi-ethnic  environment  with sensitivity and respect for diversity;
  • Ability to focus on and maintain high standards in the production of audio visual products.

 

Knowledge of Languages:

Proficiency in French is required. Working knowledge of English would be considered a strong asset. Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) would be considered an asset.
