Audit and Compliance Officer (Consultant)

Background:
Search for Common Ground Finance Team seeks to achieve excellence in financial management by providing accurate and timely financial information to Search management and programs and by adhering to established financial practices and accounting principles.
Team Summary:
The HQ Finance team has responsibility for the consolidated financial reporting, cash management, internal controls, and overall accounting operations at Search for Common Ground. The accounting process includes summarizing, analyzing and reporting these transactions to oversight agencies, regulators and tax collection entities, recording accounts, paying invoices, tracking assets and expenditures, managing payroll and keeping track of critical tax documents.
Summary of Position:
This position is responsible to ensure that the organization within the Asia/MENA Region conducts its business processes in compliance with laws and regulations, professional standards, international standards, and accepted business practices. From the position holder, it is expected to support audits at regular intervals and make sure that there is an execute design control systems, advising the management on possible risks that might occur, and organization policies. This position will be based in Colombo, Sri Lanka, to support the Asia/MENA Regional Finance Team, working with Regional controllers and CFMs/ CDs, and directly reporting to the Senior Manager Global Financial Compliance and Audits. The requirement would be part time (3 days per week) for an initial duration of three months on contract, commencing from September 2024.
Key Responsibilities:
Document Management & Field Office Support:
- Ensure maintenance of uniform standards for documentation, including forms, support documents etc.
- Ensure that all transactions are supported by original Documentation.
- Take initiative to identify weaknesses, challenges, legitimate solutions to simplify the process, design financial control tools, provide feedback, share best practice in accounting, financial management/reporting through on going capacity building exercises to field office finance team.
Financial Compliances: Internal Control System
- Monitor adherence and compliance to financial control systems, policies, and procedures application all the time.
- Recommend different methods that could help to enhance and improve internal control procedures.
- Review internal system of record retention to ensure compliance with Search policy and the local laws.
- Ensuring that all the essential guidelines, policies, regulations, and processes are put in proper place accurately adhering to Search rules and regulations.
Financial Exposure: Risk Management
- Ensure strict adherence and compliance to financial control systems, policies, and procedures to minimize financial risk.
- Work with management to ensure that the relevant mitigation measures are in place in the field and within our processes to reduce risks to an acceptable level.
- Ensure that there is an effective system of internal controls in place to prevent and detect fraud, misappropriation, and misapplications.
- Carry out periodic risk assessment and test whether the controls in place respond to the risks identified and proposed a mitigation plan.
- Identify key financial exposure issues and provide recommendations for improving control processes or procedures.
Auditing:
- Ensure the adherence and compliance to Search’s audit protocol at the country offices
- Support the coordination, planning, and execution of annual audit, compliance audit, internal & external audit, grant specific audit, donor audit, systematic audit, assessments, etc.
- Lead the coordination of audit assignments and ensure good interactions with HQ team, regional staff, external auditors and legal or statutory agencies.
- Create audit finding presentations to be presented to the management.
- Work with the management to resolve issues that may have been identified through audit findings.
- Review the controls and monitoring of compliance with established procedures for pre-audit preparation.
- Facilitate and coordinate of all types of audits and follow-up on audit recommendations.
Other Duties:
- Contribute to the overall proper functioning of the Finance department by taking on any other duties assigned by supervisor.
- Contribute to the overall improvement of the financial and accounting system in Search by providing recommendation to supervisor for consideration on specific areas that could be improved.
- Contribute to teamwork and team play.
- Any other duties assigned by the supervisor.
Qualifications & Experience:
- Bachelors’ degree in Accounting, Business Administration, Commerce or Finance or part qualification in CA.
- Minimum six years of relevant experience including auditing, with experience in a recognized audit firm.
- Extensive experience in working on the area of financial risk identification, financial exposure & risk mitigation, and proposed recommendations.
- Experienced in organizing audit process, pre-auditing, audit facilitation, exit meeting, responding to any findings and preparation of Corrective Action Plan (CAPs).
- Experience in accounting processes and treasury management– payment processing, transactions recording, mapping, cash management, reconciling, generating reports and analysis.
Skills and Abilities:
- Good written and verbal skills in the English language. Ability to communicate well in English
- Operating Excel, Word, and Access are required. Knowledge of INTACCT Accounting system/ERP system and/or other accounting software is advantageous.
- Must be comfortable in being a proactive member of the department. Must seek to identify and communicate potential problems and propose solutions to the level of management appropriate to effect solutions.
- Must be able to function effectively in a loosely structured, but complex work environment and to set appropriate priorities and deal effectively with numerous simultaneous requirements.
- Ability to carry out responsibilities independently with minimal technical support from within the organization. Ability to work under demanding environment.
- Must be a patient and good communicator who can function in an organizational environment involving a diversity of cultures, languages, and personal interests and agendas.
- Good at role of facilitator and team player in solving problems.
- Committed to staff training and development.
- Positive and professional attitude, able to organize, maintain composure and prioritize work under pressure, able to coordinate multiple tasks and maintain attention to detail.
Payments:
Payment will be made monthly, upon submission of a report and relevant invoices. All payments are subject to applicable taxes imposed by the government.

The successful candidate will work closely with IFC’s Regional Departments and E&S, Industry, Communications & Outreach, and Legal teams to support regional and project-level CSO engagement, facilitate implementation of the Compliance Advisor Ombudsman (CAO) policy, and manage effective grievance resolution for project-affected communities. Duties and Accountabilities  •  Lead engagement and project support to enhance IFC’s responsiveness to stakeholder concerns, including E&S complaints brought to the IFC’s independent accountability mechanism, the CAO, or received directly by IFC (Direct Complaints), and concerns raised by CSOs. Advise project teams, and IFC clients on complainant engagement and contribute to problem-solving and complaint resolution.
