Plan International Jordan is inviting quotation for annual statutory audit & Project’s audit (as needed) for Three years of engagement.

Objectives of the Assignment

The main objective of the audit is to enable Auditors to express a professional opinion on the organisation’s financial position and on the statement of cash flows for the financial years during their engagement. The audit should also enable the Auditors to give an opinion on compliance with the provisions of the Jordan Companies Act, the NGO Co-ordination Board Regulations and other applicable laws and regulations.

Additionally, and as the need arise, the Auditor might be requested to express a professional opinion on a project’s financial position and on the statement of cash flows for a specific project carried out by Plan International Jordan. The project audit might involve the provision of a separate audit protocol following each project’s donor requirements.

Scope of Work

The audit of Plan International Jordan projects, statutory report for the financial years FY25, FY26 and FY27 shall be carried out in accordance with International Standards on Auditing promulgated by the International Federation of Accountants (IFAC) and shall include such test and controls as the Auditors consider necessary under the circumstances. In addition, the auditors will assist in the filling return (Form 14) to the NGO Co-ordination Board Regulations.

In order to fulfill the above objectives, the Auditors will pay particular attention to the following:

  1. Review the cash books, general ledger and the subsidiary ledgers in order to determine whether proper records/books of account have consistently been prepared in accordance with the organization’s accountability guidelines and in accordance with International Financial Reporting Standards (IFRS);
  2. Evaluate whether the organization has put in place adequate internal controls both financial and operational;
  3. Review the procedures used to control the funds, including their channeling to Plan International Jordan’s contracted financial institutions. Review the bank accounts, bank reconciliation statements and the controls on those bank accounts. Perform positive confirmation of balances, as necessary;
  4. Review whether all funds from Plan International Jordan’s Development Partners have been used in accordance with the conditions of the relevant grant contracts, with due attention to economy and efficiency, and only for the purposes for which the financing was provided.
  5. Review procurement procedures to determine whether the same are in accordance with the relevant financing agreement and sound commercial practices, including whether competition was used, reasonable prices were obtained, and adequate controls were in place over the qualities and quantities received;
  6. Review the expenditure records for payments on account of salaries, casual wages and other emoluments and ensure correct rates are used and the payroll has been correctly computed and the same has been properly checked and approved;
  7. Examine and verify fixed asset additions and disposals during the year, including the computations and adequacy of the provision for depreciation and other impairments, and ascertain whether the fixed assets are fairly stated. Verify ownership and existence of fixed assets on a sample basis, trace to the fixed asset register or listings and ensure that the same are properly tagged and maintained;
  8. Review whether all necessary supporting documents, records and accounts have been kept in respect of all the organization’s activities.
  9. Examine and verify whether long term liabilities, current assets, related party balances and other liabilities have been accurately recorded, legitimate and are represented by their intrinsic value;
  10. Review accruals, provisions and contingent liabilities, including the cut-off procedures and fair statement;
  11. Review and ensure that Plan International Jordan’s financial statements as prepared by the management are complete, accurate, timely, reliable and legitimate as relates to the incomes and expenditures, and that the same have been prepared in accordance with consistently applied International Financial Reporting Standards and give a true and fair view of organization’s financial position of the at the end of the financial period under review and of resources and expenditures for the year ended on that date;

Outputs/Deliverables

The Auditors will prepare and submit a draft audit report in Jordanian Dinar or other currencies to Plan International Jordan within two weeks after signing the letter of engagement and a Final audit report one week after the draft report. The Financial Statements for financial years FY25, FY26 and FY27 which ends every 30th June, or the financial statements for the project to be audited will contain at least the following:

  1. A summary of funds received and funds generated internally from Plan’s various activities or units;
  2. A Statement of Comprehensive Income, summarizing the incomes and expenditures under the main account headings and by main categories and budget lines;
  3. A Statement of Financial Position showing accumulated funds, bank balances, other assets and liabilities, and notes to the financial statements;
  4. Management Letter highlighting any significant weaknesses in the system of internal control and problem areas in accounting and custody of operating assets which should be immediately communicated to senior management;
  5. Support in the preparation of the Form 14 in accordance with the NGO Board Regulation.
  6. Any other donor specific requirements

Auditor’s Qualifications

The Auditor(s) must have undertaken similar works in Jordan and should have the following competencies:

  • Minimum 5 years of Audit experience of not-for-profit organizations/NGOs and issues of complex multi-currency transactions and currency translations.

The team leader in the field should have the necessary qualifications, competencies and experience to deliver a quality audit.

Data and Facilities to be provided by the Client

Plan International Jordan will provide the Auditors with office space during the field audit and also ensure full access to the organization’s and project records and documents, contract documents, books of account, correspondences and any other relevant information for the year under review.

Evaluation criteria

Technical criteria (total of 65%)

  • At least 5 previous years of experience with INGO (25%)
  • Lead auditor is CPA certified (15%)
  • Has previous experience with EU projects (10%)
  • Has previous experience with German, USAID and French donors (15%)

Financial Criteria (Total of 30%)

Gender responsive procurement (5%)

To score in gender responsive procurement, suppliers must fulfil at least one of the following criteria:

  • The business is headed up by a woman e.g., there is a female CEO
  • The woman-owned business meets the eligibility criteria according to UN guidelines i.e., “a business [which is] owned in whole, or at least more than half, by one or more women”
  • Women occupy more than 35% of management positions in the organisation
  • At least 55% of the workforce are women

Interested parties should submit the CVs and qualifications of their auditing team, as well as a company profile listing their major clients and previous experiences. They should also submit a financial proposal for auditing services for each of the following budget ranges:
