We want committed, values driven staff to join our Dublin team and are currently looking for a Beneficiary and Transfers Management (BTMS) Advisor to be part of our International Programmes Directorate.

Our office is located in Dublin 2 and we are currently working a hybrid model (50% remote working) and offer flexi time.

If you join us, this is what you will be doing:

Concern is focused on expanding the use of digital technologies to maximize scale, efficiency and impact within our programmes. You will be responsible for coordinating all aspects of Concern’s Beneficiary and Transfer Management System (BTMS), currently implemented using RedRose software and for managing the relationship with RedRose.

Working as the BTMS Advisor you will support countries in the design and implementation of the BTMS system that will digitally register beneficiaries and track training, in-kind distributions, cash, voucher and other forms of assistance. You will also lead the promotion, development, management and learning from all programmes that use the BTMS, in accordance with organizational policies and country programme priorities. You will be a member of the International Programmes Directorate and will report to the Institutional Funding Support Unit (IFSU) Manager work with country teams, as well as work colleagues in Finance, M&E, Logistics and IT and the wider Concern team.

This role requires up to 30% travel to support country programmes, which may include travel to insecure locations where freedom of movement is restricted and amenities are limited. The BTMS Advisor is responsible for the following duties:

System Development

  • Establishing and maintaining organisational processes and guidance for BTMS adoption in Concern programmes.
  • Working with stakeholders and software vendors to define and implement organisational data and reporting standards.
  • Ensuring adequate controls and permissions are reflected in the BTMS, in line with Concern’s internal procedures.
  • Drafting an organisational BTMS strategy in consultation with relevant colleagues and leadership.
  • Drafting a BTMS operational manual and rollout to country programmes.
  • Working with RedRose and relevant Concern teams on BTMS data protection and other compliance issues.
  • Developing tools for monitoring system performance against defined benchmarks and thresholds.
  • Work closely with Concern, RedRose and Financial Service Providers on viable options for payments integration into BTMS.

System roll-out

  • Coordinating and supporting the design of BTMS instances under new and existing programmes across Concern’s countries, including use case design (beneficiary registration and tracking, cash and in-kind support, dashboards), in line with programme and donor requirements.
  • Providing and/or supervise in-country and head office and training (initial and refresher).
  • Supporting the set-up and rollout of BTMS instances including contracting, training, procurement, planning, implementation and monitoring.
  • Leading communications with RedRose during the set-up stage for new instances.
  • Acting as a focal point between country teams and RedRose for payment processing.
  • Contributing to large bid development for government and private donors, including Irish Aid, FCDO, ECHO, BHA, USAID to ensure adequate planning and budgeting for the BTMS.

Relationship Management

  • Managing the partner relationship with RedRose in line with the signed Framework Agreement.

Programme Learning

  • Providing organisational analysis of transfers/services delivery recorded through the BTMS.
  • Leading the BTMS review and sharing findings with Concern leadership.
  • Building evidence on what works and what does not, developing learning materials and disseminating learning to Concern head office and country teams through appropriate channels.
  • Engaging with peer organisations and networks (such as CALP Network) to share learning and stay abreast of developments in the digital beneficiary management and payments space.

Other Duties

  • Periodic travel to Concern’s countries of operation to support the above mentioned duties.
  • Actively participating in the IPD or SMT meetings relating to BTMS.
  • Adhering fully to the commitments and rules of Concern’s Code of Conduct and its associated policies, Anti-Fraud and Whistle Blowing Policy, including the respect of confidentiality.
  • Any other related assignments.

Skills you will bring:

Essential

  • Bachelor’s or Master’s degree in International Affairs, International Relations, International Development, Computer Science, Information Systems, or a relevant field.
  • Five years’ experience in Concern or a similar organization in managing projects or processes, in a programmes, M&E or logistics capacity.
  • Strong technological literacy and experience in the design or implementation of digital systems within the humanitarian and development sector (beneficiary, cash and voucher assistance systems preferred).
  • Experience providing training and support to staff at head office and country offices, in-country and remotely.
  • Strong interpersonal, communication, negotiation and relationship management skills.
  • An understanding of financial processes, including budgeting and payment coordination.
  • Strong initiative and motivation to take ownership of tasks and processes.
  • Capacity to work in diverse and challenging environments, including travel to insecure locations, with limited amenities and freedom of movement.
  • Fluency in English and French.
  • Good team player.

Desired:

  • Spoken/written Arabic.
  • Cross cultural awareness and sensitivity.
  • Empathy with Concern’s goals and a commitment to capacity building, protection and participation.
  • Flexible and adaptable to a changing environment.
  • Ability to analyse data to provide organizational insights and contribute to learning and improvement.
  • Knowledgeable about latest industry trends, including CVA programming, digital tools and new technologies.
  • Experience with RedRose or other similar provides.

The salary is from €54,500 – 62,286 (Grade 5) and this is a two year fixed term contract.
