Introduction and Scope of the Assignment:

The Berghof Foundation aims to collaborate with an Iraqi partner organization to support community dialogues and policy advocacy on climate-induced migration in Basra.

The project integrates climate considerations into its conflict transformation and peacebuilding work in Iraq. In close collaboration with communities and local partners, the selected organization will facilitate community-level dialogues among IDPs, host communities, and local authorities to address tensions caused by climate-induced migration. The organization will also be responsible for generating insights and recommendations for policy advocacy at both the local and federal levels, focusing on the government’s approach to managing climate-related migration.

With this call, we invite qualified organizations to apply if they meet the required qualifications for the following activities:

· Carry out a conflict mapping assessment in Basra with the relevant stakeholder and produce a conflict mapping brief.

· Facilitate inclusive dialogues in Basra among various stakeholders, including IDPs, host communities, and local authorities to address the identified conflict driver as per the conflict assessment.

· Carry out mediation and conflict resolution processes to address existing tensions and identify elements of policy influencing.

· Produce Policy recommendations, specifically focused on shaping local and federal government policies on climate-related migration and social cohesion through carrying out Key informant Interviews with the community representatives, local and governorate level authorities.

 

Required Qualifications:

· Expertise in conflict-sensitive dialogue facilitation and mediation.

· Experience working with marginalized communities, including IDPs and host communities.

· Demonstrated capacity to engage with local authorities and community stakeholders in Basra.

· Proven ability to integrate community-level insights into policy advocacy initiatives.

· Strong track record in addressing climate-induced conflicts and social cohesion challenges in Basra and Iraq.

 

Assessment and Application Procedure:

To apply for the tender, interested organizations should submit a detailed proposal that includes:

· A description of their experience in dialogue facilitation and policy advocacy.

· An outline of their approach to managing dialogues and promoting social cohesion.

· An estimated cost proposal with a maximum ceiling of 60,000 Euros.
