The State Water Resources Control Board’s Office of Public Participation has two openings for an Associate Governmental Program Analyst. The positions are located at 1001 I Street, 13th Floor, Sacramento, right in the heart of downtown next to light rail stations and other public transportation. These positions may require up to 25% statewide travel to perform job-related duties. Travel may include overnight and weekend stays.

These positions report to the Office of Public Participation Staff Services Manager I. These positions will work with the Safe and Affordable Funding for Equity and Resilience (SAFER) drinking water program and will work to help develop and implement outreach and engagement activities to advance safe drinking water in communities across California. These positions will work with local Technical Assistance providers, community groups and representatives, and other Water Boards divisions, to develop and implement engagement approaches that help the community understand and evaluate their drinking water solutions, move forward from historical conflict, build their capacity to engage in water decision-making, establish equitable governance structures, and maintain forward progress on drinking water solutions. These positions will coordinate with the SAFER Advisory Group, a high-profile consultative body that provides the State Water Board with constructive advice and feedback on the Safe and Affordable Drinking Water Fund Expenditure Plan and other related policies and analyses.

The Office of Public Participation ensures Water Boards decision-making processes involve the public and uplift the voices of environmental justice communities and California Native American tribes. The Office of Public Participation achieves this by designing and implementing effective stakeholder involvement processes, providing resources for language access, assisting in public outreach, facilitating meetings, offering capacity building opportunities, and coordinating government-to-government consultations.

Incumbents bilingual-certified in Spanish, in accordance with CalHR’s language fluency requirement, will be eligible for Pay Differential #014.

Duties:

  • Spanish fluency (written and verbal) is required for language assistance for site visits, community meetings, and other activities as needed.
  • Develop and implement outreach and engagement strategies to achieve safe drinking water solutions.
  • Coordinate logistics relating to meeting/workshop/event planning, implementation, and follow-up.
  • Develop plain-language public communications and outreach materials.
  • Develop relationships with local community leaders and groups.
  • Assist in developing templates, guidance, and training related to equitable engagement approaches.
  • Respond to public inquiries in a professional and timely manner.
  • Maintain, improve, and expand a statewide database of external contacts.
  • Work collaboratively with team members on innovative programs and complex projects to address California’s drinking water needs, address racial and environmental justice, support community capacity building, and strengthen partnerships with California Native American tribes.
  • Ability to plan, organize, and execute a successful event or project.
  • Strong communication skills, both written and verbal, to effectively communicate with SAFER Advisory Group members, stakeholders, and staff.
  • Flexibility and ability to adapt to changing circumstances and unexpected solutions.
  • Ability to lead and guide a group of people, motivate and engage them, and resolve conflicts.
  • Ability to prioritize tasks and manage time effectively, ensuring all deadlines are met.
  • Ability to identify and solve problems in a timely and effective manner.
  • Ability to facilitate discussions and brainstorming sessions.
  • Strong organizational skills to keep track of meeting minutes, documents, and records.

Salary information – CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience.
