CONTEXT
Logistics at MSF aims at providing the best environment of care for MSF beneficiaries and medical teams activities through a pragmatic and solution-oriented approach. MSF operations are very diverse and constantly evolving, requiring Logs to continuously adapt to provide appropriate solutions.
The Logistics Department’s mission is twofold. Firstly, it is to provide the frame of action of Logs on the field. Secondly, it provides access to support (both in technical and intervention families), knowledge as well as learning & development opportunities for field Logs to be able to carry out their mission.
For these purposes, the Log department at MSF Operational Center Brussels (OCB) is composed of 3 main units. The Log Support Unit (LSU) provides direct support to Logs in Operations and identifies needs to be tackled by other Log entities. The Workforce Unit (WFU) ensures that the Log workforce is available and prepared to contribute to operational ambitions in their project/mission. The Knowledge Management Unit (KMU) aims at improving access to information, knowledge and to the variety of support means for Logs in the field.
The Biomedical Services Unit (BSU) is inside the Log Support Unit (LSU) and under the supervision of the Deputy LSU Coordinator. Due to the strong multi department dimension attached to the Biomedical Services domain:
- The governance is overseen by an intradepartmental committee composed by the Logistics, Medical, Supply and Operations Department representatives.
- The operational priorities are given by an intradepartmental Steering committee
The BSU Teamis currently composed of 2 Mobile Implementation Officers, 2 Medical Equipment Referents, 2 Regional Technical Referents, 1 Biomed product Specialist and 1 Strategic Buyer.
The current Pool of field-based staff specialized in this domain is of approximately 25 Biomedical focal points distributed around the world in approx. 20 MSF Missions. As Biomedical Services Unit Coordinator, you oversee the activity of your team and organize the functional support to all the field staff involved in the Biomedical domain.
RESPONSIBILITIES
Strategic management:
- Ensure the development of the BSU strategic orientations and necessary evolutions and contribute to their alignment ensuring the quality of services are consistent with operational requirements
- Lead the necessary transformation of the BSU setup in adequation with global change initiatives (Regionalization, Field Recentralization) ensuring practical/pragmatic approaches are developed favoring decentralized solutions
- Coordinate with the LSU & the BSU Steering Committee to bring forward consistent proposals contributing to the reflections within all involved departments
- Ensure foresight of the domain’s evolution is available to anticipate trends that impacting operations and our way of supporting them
- Define the yearly plan for the domain in terms of budget and planning, considering operational intentions
- Work towards the alignment of activities with operational prospects promoting the Climate and Environmental Health action plan
- Liaise with other OC technical teams and working groups to share, exchange, adopt, improve existing tools- An intersectional approach is recommended to enhance efficiency where pertinent and possible
Building & sustaining dynamics
- Grow & sustain the BSU dynamic, creating and facilitating information and knowledge exchange within the unit and beyond
- Build & sustain the Ops/Med/Log dynamic, ensuring adequacy of solutions, setups and needs, bringing clarity in the role of each department, building transversality, challenging and facilitating alignment
- Ensure that the necessary flow of information is in place, within the unit, towards other departments, counterparts in other MSF Operational Centers and relevant external platforms
People Management & Development
- Lead, support and supervise the BSU team
- Support and contribute to the definition, adaptation of the sizing and development of the BSU team according to Operations’ intentions
- Ensure the expertise and resources of Biomedical experts is suited and sized correctly for the operational needs & intentions
Provide 1st (Basic) & 2nd (Complex) line support in the Biomedical domain
- Keep an overview of job requests, coordinates, prioritizes the response from her/his team and in collaboration with other technical domains when required
- Ad-hoc punctual or specific technical support to the projects/missions in the Motorized Fleet domain
Provide 2nd (Complex)line support
- Ensure that all support and technical solutions proposed in the Biomedical domain are sustainable and adjusted to the context and location and the quality of solutions implemented are consistent with operational requirement
Provide support on the development of 3rd line dossiers (base of knowledge)
- Manage the 3rd line projects portfolio (ideas, planning, budget, resources) in collaboration with other technical domains
- Ensure the development of technical solutions, tools, reference documents and guidelines according to OCB strategic orientation and Operational prospects in mind.
- Ensure that there is a knowledge management strategy to share and transfer knowledge (valuing experience and expertise of this domain within the Log Community)
- Ensure the development of content and delivery of training modules adapted to field realities
- Ensure contribution to the building of a network of support for the Medical + Log + Supply Communities within the Biomedical domain
REQUIREMENTS
Education & Experience
- Educational Technical background (engineering, or similar) is an asset
- Minimum 2 years of experience in team management in technical projects
- Minimum 2 years of Biomedical projects management experience
- Recent multiple field experience is an asset
- MSF experience as Team leader or Coordinator is an asset

- Familiar with medical equipment technology (Sterilization; Laboratory; OT; Measurement & Diagnostics; Patient care)
- Familiar with health technology management in hospitals, including safety, maintenance, planning, procurement, legal and financial aspects

CONDITIONS
- Starting date: As soon as possible
- Location: Brussels (Belgium)
- Contract type: Open-ended contract – Full-time – Homeworking possible up to 50% per week
- Salary according to the MSF-OCB HQ salary grid
