Biosecurity Project Manager – Caribbean

We currently have an exciting opportunity for someone to take forwards and deliver one of
RSPB’s flagship partnership projects in the UK Overseas Territories.

As an organised and effective communicator, you will be responsible for driving forwards an
incredibly exciting collaborative, partnership-based project to protect nature and livelihoods
in the Caribbean Overseas Territories, through implementing measures to minimise impacts from
invasive non-native species.

Biodiversity in the five Caribbean UK Overseas Territories (UKOTs) is globally significant and
increasingly threatened by the impacts of invasive non-native species (INNS). Working in
partnership with the Caribbean Overseas Territories governments, the RSPB is implementing a
project funded by the UK Government’s Darwin Plus scheme – Enabling effective biosecurity in
the Caribbean UK Overseas Territories – aimed at reducing the incursions of INNS. The project
will result in a significant and lasting improvement in biosecurity capacity and capability
across all five Caribbean Overseas Territories. It will achieve this goal by strengthening
at-border biosecurity, support advancement of in-territory powers to prevent incursions and
increase effective inter-agency working. Furthermore, it will improve at-border biosecurity
infrastructure and increase in-territory agency capacity to prevent and respond to INNS
incursions. The Project Manager will be responsible for coordinating and managing the project,
and will be based in the Caribbean region.

 What’s the role about?

The Biosecurity Project Manager will spearhead a project that will prevent new invasive
non-native species invasions by supporting efforts to advance the passage of effective
biosecurity legislation; enhance at-border biosecurity through improved capacity, capability
and infrastructure, and put in place rapid response procedures. Emphasis will be placed upon
sharing of knowledge and expertise across the Territories and wider region. It will involve
working with stakeholders across the partnership, so a sensitive and diplomatic approach will
be essential. The successful candidate will work closely with the existing RSPB focal points
for the five Caribbean Overseas Territories to facilitate coordination and execution of the
project objectives. The post holder will support the project executive in promoting the project
and ensuring that it is meeting its goals, and support the team to work with their government
focal points, providing oversight and technical support.

Essential skills, knowledge and experience:

The post holder will have:

  • Experience of working with multiple external stakeholders such as agencies and contractors.
  • Experience of working to a standard project management approach (eg Prince II).
  • Experience delivering complex, demanding projects.
  • Sound cost and budget management skills.
  • An ability to produce clear written communications.
  • An ability to persuade and influence a wide range of people, both internally and
    externally.
  • Able to work under pressure and adapt to changing circumstances.
  • Excellent problem solving skills and ability to find creative solutions.
  • An ability to demonstrate capability to adaptively manage major projects, working at scale
    across multiple locations.

This is a fixed-term, full-time role for 37.5 hours per week until 31 March 2028. The RSPB
reserves the right to extend or make this role permanent without further advertising dependent
on business needs at the end of the contract term. 

The successful candidate will be home-based, ideally from and in the Caribbean, Miami area
considered.
