Protection border monitoring is responsible for protection activities in the areas of intervention, Anbar, Al Qaim. The main tasks will be Continuous border monitoring and Collect background information on cross-border movements occurring at the Al-Qaim border-crossing point including on social, political, cultural and economic context and actors; collect information on cross-border movements occurring at the border-crossing point. Develop contacts and networks with local authorities, other organizations present, community (mapping of actors and interlocutors). Such contacts provide both background and case-specific information; they also play a key role in advocacy and follow-up action and Contingent to the obtention of authorization from relevant authorities, perform systematic monitoring of the border including conducting regular visits on site on a weekly basis or as required depending on the situational analysis.

The Border Monitoring Officer will respect the principle of confidentiality of the information received during the activities. S/he will work closely with the protection team leader and PRoL Manager, other Protection Officers, Lawyers, M & E Officer, and other mobile team members to provide a protection response during deployment.

Major Responsibilities:

1. Monitor, asses, observe and report on key protection concerns and rights violations in the field to the relevant staff members.

2. Monitor and report the movement of arrivals and departed populations, by ensuring availability of timely information on developments at Al Qaim border and to support in advocacy efforts to promote protection-sensitive border management and enhancing access to protection.

3. Monitor and record the level of access to territory and asylum procedures or any other form of temporary protection.

4. Monitoring movement trends (to and from Iraq) and documenting them through reporting the protection Team Leader & PROL manager.

5. Monitoring protection incidents including deportation and denial of access and documenting them through daily or weekly reports.

6. Qualitative analysis of any deportation and arrivals of refugees and asylum seekers to Iraq.

7. Highlighting and documenting needs and gaps daily or as needed.

8. Refer cases of vulnerable people to other IRC departments (Legal, Cash, Child Protection, GBV) and other humanitarian partners, government services or UN agencies

9. Meet with local authorities, government officials, community leaders, humanitarian partners and other relevant actors to advocate for the rights of vulnerable people.

10. Conduct training with key stakeholders on protection principles, vulnerability criteria and protection mainstreaming.

11. Work with the Protection Team Leader or Protection Manager to network with UN agencies, INGOs, local NGOs, local authorities, and any other service providers in order to map service networks for referral.

12. Prepare and send daily/weekly field reports to the Protection Team Leader / Protection Manager. Also, raise any protection concern or rights violation noticed in the area, according to best practices regarding confidentiality and the safety of beneficiaries.

13. Daily upload all the protection activities on the CommCare system.

14. Raising community awareness about access and eligibility to services, expected staff behavior and client feedback and safeguarding mechanisms, and how to use them.

15. Collecting and recording client feedback while carrying out project activities.

16. Perform other duties, as required by the supervisor in order to support the protection program.

Indirect Reporting: PROL Coordinator

Other Internal and/or external contacts: describe the nature of departments or groups the position influences or requires support from to accomplish objectives.

Internal: IRC staff.

External: IRC stakeholders.

Qualifications & Preferred Skills

1. B.A Degree in social work, psychology, law, or other relevant area.

2. At least two years’ experience in NGO/INGO.

3. Good communication skills including ability to gain trust and build relationships with new communities.

4. Experience with working with IDPs, returnees and host communities and refugees.

5. Belief in human rights including gender equality.

6. Experience working with people from different backgrounds.

7. good computer skills including Microsoft Word, Excel and Power point.

Demonstrated Skills and Competencies:

Language Skills: Fluency in Arabic, and good level in English.

· Belief in human rights including gender equality.

· Previous experience working in an NGO/INGO, especially protection sector.

· communication skills; ability to convey information effectively and strong coordination with clients and local authorities.

· Experience working with people from different backgrounds.

· strong skills to establish positive working relationships with employees and all other stakeholders to maximize cooperation and productivity.

· Good computer skills including Microsoft Word, Excel, Inbox and Power point.

This position will be based in Anbar – Al Qaim.

Total benefits:

· Salary range: (2,026,545-2,634,509) Iraqi Dinars, based on various factors including the labor market, job type, internal equity and budget as well as calibrated by work location, individual candidate experience and skills relative to the defined job requirements.

· 13th month salary per year.

· 21 days of leave and 15 days of paid holidays per year.

· IRC provides health insurance for staff and their dependents.
