Job Description
Job Overview: In March 2022, the International Rescue Committee (IRC) in partnership with the Department of State’s Bureau for Populations, Refugees and Migration, launched the virtual case management program, the Virtual Afghan Placement and Assistance (VAPA) program. Building on the success of this award-winning and innovative program model, the International Rescue Committee is launching the first ever of its kind: Virtual Reception & Placement (VR&P) program. This program will provide case management services to 3,000 individuals, for the first 90 days after their arrival, implementing Reception & Placement (R&P) in a virtual setting. In addition to provide virtual case management, each individual will receive per capita direct assistance.
The IRC seeks a Budget and Finance Officer for the Virtual Reception & Placement program to manage, coordinate, and process per capita direct assistance for each client. The incumbent is responsible for making sure enough funding is allocated before making client payments. Additionally, the incumbent will be responsible for developing expenditure tracking tools in Excel, verifying supporting documents, and ensuring payments are made in line with financial rules and regulations of IRC and Donor, and budget limits. The Budget and Finance Officer, VR&P further assists the Deputy Director of R&P Budget and Finance with the financial management of the VR&P and virtual resettlement programs. This includes budget preparation, drafting budget narratives, running BvAs (Budget vs. Actuals), leading BvA meetings with key internal stakeholders, and analysis of cost trends for ad-hoc financial reporting needs. The Budget and Finance Officer, VR&P will be reporting to the Deputy Director of R&P Budget and Finance.
Major Responsibilities
- Liaise with external service provide to relay client payment information in a timely manner and ensure disbursement have been made on time.
- Process remote client payments from request initiation to disbursement where needed.
- Ensure due diligence is performed on client payments and these are carried out within budget constraints.
- Enhance current tracking tools and develop new ones where needed to effectively manage the client payments.
- Allocate revenue to different cost centers proactively to ensure sufficient funding is available at the time of client payment.
- Maintain client payment BvAs and ensure they are updated on regular basis, and relevant colleagues are informed of any variances in payment trends.
- Provide metric analysis on client payment trends, including graph analysis.
- Maintain up-to-date subject matter expertise in virtual R&P program requirements. Analyze impact of new requirements on Direct Assistance and client payments.
- Assist Deputy Director of R&P Budget and Finance with budget development for Virtual Resettlement Programs, including, drafting budget narratives, running periodic budget vs. actual, and preparing ad-hoc financial reports.
- Other financial ad-hoc projects and responsibilities as assigned by the Deputy Director of R&P Budget and Finance.
Job Requirements:
Education: Bachelor’s Degree; advanced degree a plus.
Work Experience:
- 3+ years of experience in managing budgets and spending in the refugee resettlement field; demonstrated in-depth knowledge of the US resettlement program.
Demonstrated Skills and Competencies:
- Advanced computer skills: Advanced knowledge of Microsoft Excel and all MS Office applications; experience with cloud-based planning tools, PowerBi and ERP systems is desirable.
- Excellent written and oral communication skills: communicating effectively with colleagues and partners.
- Multi-cultural sensitivity and ability to work as a member of a team.
- Strong organizational skills with the ability to juggle multiple tasks, set priorities, effectively manage time, and meet deadlines; exceptional attention to detail.
- The ability to be flexible and work well under pressure in a fast-paced team environment; aptitude for ongoing learning and adjusting to frequent changes in processes.
