The Budget and Finance Unit aims to provide efficient financial and administrative services and support to the technical programmes in the Regional Office and to the country offices. The unit aims to provide updated budget information for the effective management and use of resources in the implementation of programmes for all budget centres, and control and monitoring of budget implementation.
Under the general supervision of the Budget Officer (NPO), the incumbent performs the following functions:
1. Process award distribution requests through Contributor Engagement Management (CEM) and workplan funding request of assigned budget centre/s.
2. Review and analyze resources and implementation of assigned budget centre/s periodically.
3. Prepare journal vouchers, budget General Ledger (GL) revisions and review and process expenditure batches.
4. Assist regional and country office staff from assigned budget centre/s on GSM related matters including but not limited to analysis of selected budget outcomes, planned cost, ceiling, award budget revisions, validation rule failures, reconciliation of awards, encumbrance follow up, Oracle Labor Distribution staffing cost posting to projects follow-up, outstanding receivables follow-up, expenditure analysis and other issues. Recommend specific actions the budget centre/s should follow to resolve issues.
5. Process and review hospitality/courtesy claim reimbursements, expenditure batches, Direct Financial Cooperation (DFC), direct implementations, Position Funding Clearances and reimbursable procurements in accordance with financial rules and policy.
6. Review donor agreements and project financial implementation reports for submission to donors/partners in accordance with WHO policies and procedures.
7. Assist in the preparation of budgetary/financial reports and briefing materials for Regional Committee Meeting (RCM), global governing body meetings (World Health Assembly, Executive Board (EB), Programme, Budget and Administration Committee) and adhoc management requests.
8. Review budget estimates for meetings submitted by the budget centre/s.
9. Review requests, correspondence and other documents that require budgetary clearance.
10. Draft correspondences related to the above duties.
11. Perform other related duties as may be assigned.
Essential: Completed secondary education with training in business administration or commerce and/or accounting, financial management and budget.
Desirable: University degree in business administration or commerce with specialization in budget/accounting or financial management. Professional qualification or licensure in accountancy, such as Certified Public Accountant is an advantage.

Essential: Minimum of eight years of budget, accounting or financial management experience, preferably in a large organization.
Desirable: Accounting/budget, finance experience from other UN agencies or international organization is desirable.
Thorough (or ability to acquire) knowledge of WHO Financial rules and regulations, IPSAS, WHO eManual provisions, rules, administrative rules and procedures. Has good computer skills and is able to adapt to various software applications, i.e. Excel, PowerPoint etc., including Enterprise Resources Planning (ERP). Has strong interpersonal and communication skills (ability to draft correspondence). Has strong analytical skills (ability to analyze and interpret source documents and data). Has the ability to work harmoniously as a member of a team, adapt to diverse educational and cultural backgrounds and maintain high standards of personal conduct.

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at PHP 935,973 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
