The Council of Europe Development Bank (CEB), established in 1956, is a multilateral development bank with a unique social mandate. The Directorate for Risk & Control (R&C), promotes a strong risk and control culture across the CEB ensuring the Bank’s financial stability by identifying, evaluating, monitoring and reporting all risks across the Bank. R&C prepares and manages the Bank’s budget and establishes the financials. The Directorate supports transparency and effective control by regularly addressing different financial reports to the CEB’s governing bodies, external auditors and the Auditing Board.
The Accounting & Controlling Division (AC) performs distinct but interconnected institutional tasks. It establishes the financial statements in compliance with IFRS standards and best practices of the banking industry. The Division prepares, monitors and reports on the CEB’s administrative budget. AC also performs analysis of the Bank’s activity and profitability including financial forecasts. AC is also in charge of the accounting management and related reporting of the Bank’s fiduciary activity.
The CEB is looking for a skilled and experienced Budget & Controlling Manager to conduct and develop the budget management and controlling function of the CEB. S/he will report to the Head of Division and work in close collaboration with colleagues in the Accounting and Controlling Division, and with budget line managers across the Bank. The selected candidate, will actively contribute to the implementation of the Bank’s new Enterprise Resource Planning (ERP) tool.
Main Responsibilities:
Budget management:
Planning the Bank’s administrative budget: define the yearly process of the administrative budget in close cooperation with the R&C Director and the Head of AC Division. This includes participation at preparatory high-level discussions with the Bank’s senior management, working sessions with the budget managers (HR, IT and facility management in particular), consolidation and drafting of the Bank’s budget documents to the attention of the Administrative Council.
Steering and managing the budget: supervise the monthly budget reporting to line managers
Forecasting: conduct periodic review of the budget execution with managers, including a forecast to estimate the full year budget consumption per type of expenses. Draft management report.
Budget Reporting: prepare quarterly and annual reports to senior management, and to the Bank’s Administrative Council.
Execution Reporting: prepare periodic execution reports to the attention of senior management and the Administrative Council.
Academic background:
University degree in finance, accounting, economy, management or related field. ACCA Qualification will be an asset.
Professional background:
10 years of working experience with a least five successful years in a budget management and controlling function. Technical expertise in the area of accounting and controlling is essential, for effective team integration and credibility towards internal and external interlocutors.
Controlling experience in a financial institution will be a plus.
Good understanding of the specificities of multilateral institutions, in particular Multilateral Development Banks.
Deep knowledge of activity and corporate processes.
Sound IT skills (workstation tools, banking and administrative management systems).
Expert knowledge on ERP; proven experience in SAP S/4Hana will be a plus.
Excellent communication skills, including drafting skills of high-level document with short term notice and ability to communicate effectively the results of the work carried out.
Language skills:
Excellent command of one of the two CEB official languages (English and French), both oral and written, and knowledge of the other, with a commitment to reach a good working level.
