To provide budget/financial support services to the WHO-IPD programmes and office operation and to exercise internal quality control to ensure budget/financial rules and procedures are observed in processing budget/financial transactions and monitor spend rates and identify deviations.
Duties:
Under the overall supervision of the Medical Officer, EPI and day-to-day direct supervision and guidance of the National Professional Officer (NPO), EPI, the incumbent provides financial support to the Programme for Immunization Preventable Diseases (IPD) and assists in the management of general financial matters as follows:

Under the overall supervision of the Medical Officer, EPI and day-to-day direct supervision and guidance of the National Professional Officer (NPO), EPI, the incumbent provides financial support to the Programme for Immunization Preventable Diseases (IPD) and assists in the management of general financial matters as follows:
- Maintains the IPD office imprest and petty cash and prepare monthly returns, checks for accuracy of the imprest returns from central and field offices before submitting to SEARO; handles all financial aspects of the IPD programs.
- Checks detailed breakdown of estimated budgetary requirements of DFC and APW proposals vis-a-vis their accuracy on computation and as per applicable WHO guidelines;
- Processes the fund request through the global management system (GSM) from Regional Office and transfers to respective institutions; follows up, obtains and verifies certified statements of expenditures; checks against approved budget; and submits to Regional Office as per approved protocol;
- Assists in preparing the financial estimates for the annual and biannual programme budget and project proposals, including the analysis of financial information to prepare and consolidate estimates and supporting data in relation to forecasts, performance reports, and medium-term plans;
- Tracks the implementation of the approved budget and expenditure and encumbrances, ensures that funds are available to the programme in time and that WHO/external funding agency regulations, rules, and reporting procedures are observed.
- Maintains timely records of Voluntary Contributions (VC) allocated, pipelined, obligated, and expended; reconciles accounts on a regular basis.
- Performs regular financial analysis at intervals or as required; brings deviations and/or issues for consideration to the attention of the supervisor and assists in responding to audit queries and follow up on audit recommendations. This would also include making mid-course corrections to reallocate resources between budget categories with proper supervisory approvals and as per WHO policy.
- Under the guidance of the supervisors, trains and briefs staff in the Central office and in Field Offices, on the planning and implementation of improved financial control systems and related procedural changes. Also monitors field office financial procedures and spend rates.
- Develops and maintains a well-organized system to track and manage financial aspects of all proposals submitted and granted until their final closure and liquidation and beyond as per organizational requirements, to be accessible to the supervisors and other staff of IPD;
- Liaises as needed with WRO-Nepal and WHO-SEARO finance personnel;
- Provides indirect supervision and guidance to other finance personnel and office assistants.

- Completion of higher secondary education preferably supplemented by training in accounting, budgeting and finance.

- At leasteight (8) years’ experience in accounting, budgeting and finance functions.
Skills:
- Thorough knowledge of Budget/Financial Rules, Regulations and procedures and GSM usage in Budget/ Financial Accounting Modules would be an asset.
- Good knowledge of computer applications and software including MS Office applications (specifically excel, word and ppt.).
- Ability to draft reports/correspondence concisely and clearly, etc.
- Ability to maintain good working relationships.
- Technical expertise and overall attitude of work are also required competencies.
