Context:

The Budget Division is responsible for preparing the Organization’s annual Programme and Budget and related documents, provides advice on budgetary matters, and establishes guidelines and procedures for preparing Country Offices and project budgets. The Budget Division provides guidance for ensuring that all institutional requirements are incorporated in budgets and prepares the assessment scale used to calculate Member States contributions to the Administrative Part of the Budget. In addition, the Budget Division ensures that all costs are appropriately budgeted to meet the objectives of the Organization’s activities within the limits of available resources.

Under the direct supervision of the Results Based Budgeting Officer and working closely with other members in the Budget Division, the successful candidate will be responsible for the preparation of the yearly Programme and Budget and other budget-related documents and in particular for providing technical advice and inputs for the operationalization of the results-based budgeting at institutional level.

Core Functions / Responsibilities:

  1. Substantively contribute to the preparation of budget-related documents, including but not limited to the Annual Programme and Budget and its revision and summary update, by preparing the relevant tables, graphs, data, and descriptive elements assigned.
  2. Review assigned Country Office and/or HQ departments’ budget submissions and coordinate with Project Managers and/or field missions, Regional Offices, Administrative Centres, and/or HQ departments, in the context of the Annual Programme and Budget preparation.
  3. Review and/or assess budget data and provide technical advice and input to facilitate the transition to Results Based Budgeting at the institutional level and linking budgeting processes with the strategic priorities of the organization.
  4. Collaborate with relevant units to advise and guide on change management initiatives related to results-based management, with particular focus on business transformation towards results-based budgeting.
  5. Examine results-based budget data collected centrally and contribute to the development and/or implementation of financial analysis models and organizational performance indicators as well as related monitoring reports and dashboards.
  6. Prepare documents, dashboards, presentations, charts, tables, and statistics, including through merging relevant information from large datasets, for analyses and preparation of budget-related reports.
  7. Ensure knowledge management sharing with regards to budgeting processes; provide expert support and guidance to the staff dealing with results-based budgetary matters; identify budget-related training needs and work with the BUD Team to develop budget-related training materials, documenting requirements, and designing and delivering training programs.
  8. Act as a focal point for the BUD review tasks assigned and as an alternate reviewer for tasks temporarily assigned in the absence of the primary BUD reviewer.
  9. Substantively support the Chief, Budget Division and Director, Department of Financial and Administrative Management to respond to results-based budget-related questions from external stakeholders and Member State delegations.
  10. Draft inputs for and/or participate in the review and update of the budget guidelines, instructions, and/or standard operational procedures in line with evolution in financial policies/practices and Governing Body resolutions/decisions.
  11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Finance, Economics, Business Administration, or a related field from an accredited institution with five years of relevant professional experience; or,
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Management experience at the international level in financial management, budgeting, monitoring, and in providing project management support;
  • Experience in preparing and analyzing a wide range of financial documents, and reports;
  • Substantial experience at the international level in IOM administrative and financial management, budget monitoring, cash management, and internal control procedures; knowledge of IOM financial and budget policies, procurement and HR procedures and rules; good understanding of the Organization’s budget accountability vis-à-vis the Governing Bodies; and,
  • High level of computer literacy experience in computerized accounting systems and software; advanced knowledge of MS Office specifically EXCEL; advanced knowledge of IOM accounting systems, software, and procedures.

Skills

  • Knowledge of IOM Budget policies and practices; strong analytical skills, particularly in finance.
  • Strong communication skills, and ability to present information in a comprehensive, clear, and concise manner both in writing and verbally;
  • Strong analytical skills, particularly in finance, excellent writing skills, accompanied with the ability to edit a range of different materials, including but not limited to instructions, guidelines, and reports for different audiences;
  • Knowledge of SAP and/or other Enterprise Resource Planning (ERP) systems, software and procedures;
  • Knowledge of Business Intelligence tools is a distinctive advantage;
  • Knowledge and understanding of IOM/UN policies, rules, regulations, and instructions on resource management;
  • Excellent writing skills. Candidates will be assessed on proficiency to draft reports;
  • Strong analytical skills applied to large amounts of data from multiple sources;
  • Ability to coach, mentor, and develop staff;
  • Proven ability to identify client needs and match them to appropriate solutions;• Ability to establish and maintain productive partnerships with clients;
  • Personal commitment, efficiency, flexibility and drive for results.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
