To provide technical specialist input to regional strategic budget development and management with the overall aim of ensuring WHO/EURO’s strong accountability and transparency to its Member States for the implementation of its Programme Budget and use of WHO resources. This includes corporate budget development, organizational performance monitoring, assessment and reporting as well as building internal capacity and best practices. To supervise and manage a team of Technical Associates – PRM Support services in two different locations. Key duties: Supports the Budget and Resources Officer in the strategic and operational management and monitoring of the programme budget and programmatic implementation. Contributes to efficient and effective Programme Budget monitoring by reviewing and implementing budget revision requests through the workflow system and maintaining and monitoring the regional budget and funding reserves. Monitors budget implementation through supporting periodic regional budget reviews and conducting monthly monitoring exercises of the budgetary aspects of workplan and award management. Maintains effective partnerships with the technical programmes , country offices, and other counterparts for coordinating budget-related exercises throughout the region, such as budget development, budget reviews, releasing (and recalling) budget space and corporate flexible funds, distributing awards and other related. Supports WHO/EURO resource mobilization efforts by reviewing donor agreements and proposals, ensuring that they align with the Organization’s GPW and European programme of work and priorities.. Contributes with technical expertise and hands-on advice to statutory strategic and operational planning exercises, notably the programming, budgeting, and resource coordination aspects, including action required for biennium closure, when applicable. Supports the implementation of decisions regarding corporate resource allocation by ensuring that budgeting and funding is implemented in accordance with applicable rules. Ideates, organizes, coordinates and conducts (when necessary) training for budgeting and resource management and ad-hoc briefings for staff at all levels . Oversees and coordinates training provided by staff under his/her managerial oversight. Ensure effective and efficient delivery of PRM Support Services at the support desk through periodic review and amendment as necessary of work procedures and practices. Provides leadership, guidance, and monitoring of staff under his/her managerial oversightby setting clear work objectives, ensuring timely and effective performance reviews and feedback mechanisms, appropriate staff development and work engagement. Perform other duties as may be required within the scope and grade of the function.

Required Qualifications:

  • First university degree (bachelor’s level) in business, public administration, management, or related field from a recognized higher education institution.

Experience:

Essential:

  • At least 5 years of professional experience in the areas of budget planning, development and analysis in a results-based environment for a public, non-profit, or governmental organization. At least two years’ experience in implementing results-based budgeting methodologies and related reporting to governing bodies. Proven experience in handling large data sets for analyses of organizational performance. Experience in leading and/or managing diverse teams.

Skills:

  • Demonstrated experience and understanding of results-based management approach and strategic and operational programme budget analysis and monitoring.
  • Extensive knowledge and experience with corporate ERP systems, specifically for the purposes of budgeting and monitoring/reporting. 
  • Excellent analytical skills especially in budgetary and funding analysis and proficient knowledge of Excel for complex data analysis and presentation. 
  • Demonstrated ability to lead and motivate a team in a multi-cultured and dynamic work environment.
  • Ability to express ideas clearly and concisely, both orally and in writing
  • Emotional intelligence: ability to identify and manage one’s own emotions, as well as helping others to do the same.

Language Skills:

Essential:

  • Expert knowledge of English.
