Despite the economic growth of the last decade, the level of food insecurity has been stagnant over the past five years in Armenia. Although the situation is improving for a large share of the population, those worst off are being left behind, demonstrating significant disparities and uneven territorial development in Armenia. In response to these challenges, WFP Armenia Country Strategic Plan (CSP) 2019 – 2025, building on past and current experience gathered in the implementation on its flagship activity since 2010, foresees significant strategic investment in the establishment of a comprehensive and strategic response to food insecurity, malnutrition and poverty. The four main pillars of WFP’s CSP 2019 – 2025 will be the continuation of its school feeding programme in Yerevan; the establishment of effective and sustainable, nutrition sensitive food value chains; support the Government in tackling malnutrition; social protection; and emergency preparedness and response. Capacity strengthening will be a cross-cutting effort at all level and will be key to ensure sustainability of the programmes and activities.

How can you make a difference?

In this position you will have to:

• Monitor and analyze the financial performance of country office in relation to the needs based and implementation plans, make recommendations in compliance with WFP financial policies and procedures on budget revision and revise budgets if necessary.

• Provide comprehensive analysis on fund and grant balances to support maximum fund utilization and decision-making process, ensure efficient programming and allocation of funds.

• Prepare periodic and ad hoc reports and dashboards for activity managers and other internal stakeholders. Maintain efficient communication with relevant stakeholders to facilitate project fund management, clarify discrepancies and optimize use of resources.

• Contribute to the development of financial proposals (contribution budgets) to the donors

• Prepare reports for donors, including specific reports and contribution to financial analysis of annual country reports

• Contribute to pipeline management facilitating efficient monitoring to prevent and address pipeline breaks and maximise operational effectiveness.

• Contribute to the improvement of internal processes, enhancement of corporate systems and design of tools, to facilitate the overall planning, expenditure forecasting, and budget management and monitoring of resource utilisation.

• Assist in ensuring that the use of all WFP resources is in conformity with approved CO strategic plans/project plans, WFP rules and procedures, and donor funding agreements.

• Monitor open PO and PR and notify relevant people to take actions

• Review cooperating partner’s budgets, perform spot checks for cooperating partners’ budget management and prepare recommendations for process improvement

• Provide guidance and trainings to the staff and cooperating partners on budget planning, funds management and reporting

• Contribute to developing financial models and analytical tools • Replace finance assistant or finance officer in facilitating payments in his/her absence

• Forecast the following month cash needs with the support of all spending units and ensure that the bank balances are sufficient to cover the country office monthly cash needs;

• Park financial transactions in the accounting system;

• Contribute to financial market analysis

• Contribute to financial literacy capacity development

• Contribute to feasibility studies for different projects;

• Follow standard emergency preparedness practices, to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.

• Perform other related duties as required.

Education: Completion of secondary school education. A post-secondary certificate in the related functional area is desirable.

Experience: At least 6 years of experience in the below areas:

  • Has assisted with the preparation of complex financial documents.
  • Has supported the performance of budget analyses.
  • Previous experience of pipeline data collection is desirable.
  • Experience of working with SAP is desirable
  • Experience of working in Tableau is desirable

Knowledge & Skills: Preparation and management of budgets, monitoring of budgets/resource plans/pipelines/supply chains, budget/allotment related issues. Strong analytical, written and oral communication and interpersonal skills, ability to plan and organize work with minimum supervision; ability to work under pressure and meet tight deadlines. General knowledge of UN system policies, rules, regulations and procedures is desirable.

Languages: Fluency in both oral and written communication in English language. Fluent knowledge of Russian is an advantage.
