Budgets and Planning Supervisor

SCOPE OF WORK:

The Budget and Planning Supervisor collects and processes financial data to provide management, donors, grantors and others with timely, accurate and understandable reports. This position is hybrid and reports to the Finance Manager. The position will focus on the highest priority initiatives of the finance team and build relationships between Finance, HQ and program managers to deliver high quality results.

RESPONSIBILITIES:

  • Ensure office compliance with IRC’s accounting policies vis-à-vis fund accounting as noted in IRC’s finance manual and generally accepted accounting principles and donor requirements.
  • Work with Finance Manager and development team on the development of budget proposals for grants and propose budget modifications throughout the year as needed.
  • Prepare and coordinate the submission of financial reports (including Donors invoices) to various donors in accordance with contractual obligations and cost allowability including, but not limited to regular review of financial transactions.
  • Ensure timely submission of high-quality finance reports working closely with management, programs and finance team.
  • Manage projects to support the grants opening, review and closing meetings, including the IRC internal budget template, D1 code requests and ensuring set up in Integra.
  • Maintain a broad and deep understanding of donor policies, regulations and procedures and build this knowledge among programs team members.
  • Ensure coverage of finance and data staff in the event of absences.
  • Proactively monitor partnerships (e.g. Hotel Engine, Amazon, CLI) along with expenses passed down from headquarters and our own administrative costs for trends and atypical variances.
  • Monitor monthly time and effort reporting versus general ledger and make appropriate adjustments.
  • Participates in month-end close process and reconciliation as needed and when appropriate to ensure separation of duties.
  • Ensure proper representation of Finance views in strategic cross-departmental projects within IRC by building strong relationships among relevant staff members.
  • Participate in overall annual budgetary process. Participate in all program meetings, staff development activities, and fully engage as a member of the team.
  • Other related duties as assigned

  • Position reports to the Finance Manager
  • Collaborates with Finance team members and Program Leads

JOB REQUIREMENTS:

Education: 4-year degree in related field strongly preferred.

Work Experience:

  • At least 3 years of progressive responsibilities in finance, budgeting, and accounting practices experience required.
  • Previous non-profit agency / grant-funded environment experience strongly preferred.
  • Prior team management experience & knowledge of donor regulations strongly preferred.
  • Experience working with, and influencing, senior colleagues to tackle complex challenges and agreed mutually beneficial decisions.
  • Experience with Microsoft Dynamics 365 and PowerBI a plus.

  • High degree of professional integrity, ability, and commitment to maintain confidentiality of sensitive data.
  • Solid organizational skills: detail-oriented, ability to multi-task, set priorities, and meet deadlines.
  • Ability to work independently, be flexible and work well under pressure in a fast-paced team environment.
  • Strong training, facilitation, and coaching skills preferred & Ability to prioritize and manage time effectively.
  • Good interpersonal skills: ability to work effectively in a multi-cultural environment.
  • Solid Computer skills: MS Word, Excel, other financial-related software strongly preferred.
  • Maintain confidentiality of privileged and sensitive information.
  • Establish and maintain cooperative, effective, and friendly working environments.
  • Work independently with minimum supervision and meet schedule and timeline.
  • Operate a computer and all office equipment assigned for work efficiency.

Working Environment:

  • A combination of standard office environment and remote work.
  • May require occasional weekend and/or evening work.

Compensation: Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
