Title: Business Development Manager, Multilateral and Government Funding

Grassroot Soccer (GRS) is a rapidly growing adolescent health organization that utilizes the power of soccer to equip young people with the life-saving information, services, and mentorship they need to live healthier lives. Since 2002, GRS has reached over 25 million young people in 60+ countries with life-saving HIV prevention and sexual and reproductive health information and services.
Role Overview: The Business Development (BD) Manager, Government and Multilateral Funding is responsible for driving strategic new business opportunities with multilateral (UN agencies, Global Fund) and government bilateral donors (USAID, CDC), to advance Grassroot Soccer’s growth strategy. The BD Manager is responsible for building a strong pipeline of new opportunities, negotiating funding partnerships, and managing effective and timely proposal development processes. Working directly with GRS Impact and Functional Units, the BD Manager builds and strengthens relationships with international health, development and research organizations to identify new opportunities and foster successful partnerships. Reporting to the Director of Strategy & Innovation, with a dotted line to the Corporations & Foundations team, the BD Manager works closely with the BD Coordinator to support proposal development, prospecting and stewardship, thought leadership, and operations and systems management.
Essential Duties and Responsibilities
Proposal Development (30% LOE)
- Lead proposal writing and technical inputs for multilateral and government business development opportunities
- Provide proposal reviews for government, foundation, and private sector funding opportunities
- Review local partner budgets and provide feedback on opportunities to GRS primes
- Identify strategic ideas and strategies during Go-No-Go assessments and proposal development
- Support grant kickoffs to ensure seamless transition of new awards to program stages
New Business Strategy, Partnership Development, and Donor Stewardship (40% LOE)
- Work with team BD Coordinator to oversee and manage GRS’s global pipeline of government business development opportunities from key donors (e.g., PEPFAR, USAID, CDC, Global Fund, UN agencies ) to guide organizational growth/scale
- Lead the development of internal briefs for key government donors, including USAID, PEPFAR, and others to support strategic positioning and trend spotting. This will include analyzing new government funder policies/priorities, such as PEPFAR Country Operational Plans and new USAID policies.
- Lead partnering and bid strategy for prospective government and multilateral awards, including the development of capacity statements and negotiation of teaming agreements, scopes of work, and budgets
- Support strategic partnership development and work with current and prospective partners across business units
- Maintain relationships with a range of donors, international NGOs, and local NGOs
- Advise on country-level BD strategy including networking, meetings, TWGs, and follow-up including technical briefings, meeting prep, and BD and meeting collateral
Operation and System Management and Support (15% LOE)
- In partnership with the BD Coordinator, oversee global priority prospect management tool with regular updates to track prospects and new business engagement
- Maintain donor and prospect CRM records, shared drive for government funding, materials, collateral, documents, tracking tools, etc
- Manage and support internal team operations, including but not limited to: zooms, calls, meetings, briefs and prep materials, meeting notes, follow-up, record maintenance, etc
Thought leadership (15% LOE)
- Represent GRS at relevant meetings, conferences, and events in Washington, DC to support global thought leadership and business development efforts through networking and presenting on behalf of GRS
- Attend relevant global health conferences to amplify GRS’s brand and network with potential partners and donors
- Support and prep for other key engagement opportunities (e.g., conferences, workshops, and other events) such as prep/briefing documents, reviewing attendee lists and flagging relevant stakeholders and opportunities for GRS’s senior leadership team
Location & Travel
- Approximately 20%-30% domestic and international travel
- GRS supports a flexible work schedule and ability to work remotely
Qualification, Skills, and Knowledge Requirements
- 4-6 years’ experience in fundraising and/or business development as it relates to multilateral and government funding, with exposure to international NGOs and priority donors such as USAID, CDC, and Global Fund. This should include demonstrated success in securing multi-year, seven figure funding grants from government or multilateral funders.
- Outstanding verbal and written communication skills to effectively engage with a wide range of external and internal stakeholders, including experience developing grant proposals and reports and facilitating calls; budget development and tracking
- Demonstrated effectiveness in prospect identification, relationship development and cultivation, proposal development, and stewardship
- Willingness to work independently and flexibly across different time zones and teams
- Superior time management skills and a demonstrated ability to manage multiple tight timelines across teams and conduct thorough and timely follow-up
- Understanding of best development practices, the donor cycle, and working with a commitment to a donor-centric philosophy
- Interest in or knowledge of health issues affecting young people and communities in low- and middle-income countries
- Preferred:
- Experience working at a mid- to large-size international NGO
- Experience working with field teams across multiple time zones and contexts
- Campaign or capital campaign experience
- A passion for sport and youth development is a plus!
