ORGANISATIONAL CONTEXT

  • WFP Palestine is operating in areas where military armed actors and other stakeholders are present and influence our access to beneficiaries, and beneficiaries access to our services.  This has resulted in the unavoidable sharing of space between those entities and the humanitarian community – an intensely kinetic conflict environment, with heavy restrictions on humanitarian access, most acute in Gaza and increasingly across the West Bank (WB).  The current WFP operations in Gaza – and, to a lesser extent the WB – are scaling up throughout 2024, with a corresponding uplift also required in WFP’s Access capacity.
  • The Business support Associate is charged with supporting the unit on the resolution of access challenges and ensuring that WFP’s humanitarian space is respected and kept free from interference by military/armed actors and other relevant stakeholders. 
  • The Business support Associate is based in Gaza and reports directly to the Access Head of Unit (HMIO) in Gaza. He/she will also be working closely with the different WFP Units in Gaza field office (security, program, Site Maintenance & Engineering Projects, administration).

KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive):

Operational Support and Enablement   

  • Follow up and process if deemed necessary the data and information related to Movement Coordination and Notification Requests and process them as per agreed internal policy and procedures.
  • When necessary, maintain contacts with all FSO/Convoy commanders during field operations and relay information from and to the FSO/Convoy commanders and from and to relevant stakeholders, including parties to the conflict.
  • Track all FSO/Convoy commanders’ movements and share information on progress and/or unforeseen restrictions, with both FSO management and Access and HMI officers in Gaza.
  • Alert and escalate to HMI/Access officers any security incident or critical events affecting movement or aid delivery.
  • Work closely with Access team to address access challenges or impediments.

Contextual monitoring and analysis:

  • Gather information with clear direction to support the analysis of information on any access-related issues or restrictions that could impact movements and/or delivery.

Reporting, Documentation and General Administration:

  • Manage and maintain HMI/Access database and may contribute to the GIS .
  • Maintain clear HMI/Access Unit documentation and reporting.

Other

  • Provision of real-time operational support with relevant parties on behalf of WFP’s planning of missions.
  • Any other duties as required.

STANDARD MINIMUM ACADEMIC QUALIFICATIONS

Education;

  • Completion of secondary school education. A post-secondary certificate in the related functional area. Bachelor’s degree in Humanitarian Management / Business support or office administration is an advantage.

Language;

  • Fluency in both oral and written communication in Arabic and English.
