What will you do in this position?
In line with the country office objectives, WFP Ukraine requires a TEC Business Transformation Officer to coordinate the implementation and management of Digital Assistance Services (DAS) in the country. The role will coordinate and monitor the digitalisation activities, respond to evolving business needs and new requirements for self-enrollment, identity, and transfer management processes.

This includes working with local partners to distribute food rations in areas near the frontline and providing cash transfers wherever people have access to banks and markets to buy food. Since March 2022, WFP has distributed food and cash assistance equivalent to 2.4 billion meals to families displaced and affected by the war, partnering directly with local responders.

How can you make a difference?
Reporting to the Head of TEC/IT Operations Officer in the Country Office (CO), the Business Transformation Officer will be responsible for provision of the following services in support of cash-based and food assistance activities:
- Support the budgeting, planning and deployment of Automation and Digital Assistance systems to support the CO, in accordance with WFP corporate standards;
- Assist and advise in the development of innovation Programme operational plans and deliver resource requirements to facilitate achievement of overall programme objectives;
- Actively participate in the planning, designing and implementation of DAS, innovative solutions and TEC-related activities in the CO programmes;
- Collate data and contribute to the preparation of accurate reports on investments and costs, providing information to inform decision-making by stakeholders;
- Manage the end-to-end digitalisation and innovation capacity augmentation and reporting;
- Support capacity development for WFP Ukraine and WFP partners, UN agencies as well as institutional counterparts in developing and applying digital systems;
- Support the digitalisation programme in the CO and ensure the engagement of TEC in all programme deliveries;
- Undergo field missions in different WFP Ukraine Field Offices;
- Other tasks as required.
DELIVERABLES AT THE END OF THE CONTRACT:
- Seamless coordination of TEC-specific activities in digitalisation by ensuring close-knit liaison with key stakeholders i.e. WFP, UN agencies, Cooperating Partners, Telecoms and Financial Service Providers.
- Organised, accurate and well-documented results with well-analysed data and address unforeseen situations seeking advice and guidance as necessary.
- Effective use and compliance with WFP corporate guidelines on digitalisation and innovation activities, e.g. procurement, IT ServiceDesk.
CRITICAL SUCCESS FACTORS:
- Coordinate WFP Ukraine TEC unit activities related to innovation e.g. Identifying, procuring, testing, and recommending new technologies;
- Manage modifications to WFP’s systems and processes to meet business needs;
- Provide business innovations and technology relationship management internally and externally;
- Support data collection and analysis exercises related to ETC/TEC activities and support other units when and where required;
- Develop business requirements and other system documentation to support development of bespoke applications in the country office;
- Capture and analyse innovative solutions and Tech market intelligence and updates into corporate systems that meet desired outputs;
- Ability to work in a team environment and coordinate assignments to achieve common goals
- Ability to adapt and work in difficult climate and security-related conditions
To join us in saving lives, changing lives, you will have:
Education: Advanced university degree in Computer Science, Management information systems or other relevant field; or First University degree with additional years of related work experience or trainings/courses in Information Systems or other relevant field.
Experience:
At least five years of professional postgraduate-degree experience in a TEC related field such as hardware and software support, WAN/LAN, business / systems analysis.
Experience in budgeting and planning implementation with counterparts is crucial.
Experience in data analytics, database administration and reporting, large-scale rollouts, as well as user/client support such as Service Desk or User Support is crucial.
Experience in one or multiple of the following areas is desirable:
- Digitalisation operations.
- Designing and implementation of service management and support systems / processes.
- Timely user support to communities in various business contexts including remote / distant areas.
- Working experience in an international, or multicultural environment.
- Working knowledge of WFP programmes and projects, preferably with hands-on experience in data analytics
Knowledge & Skills:
- Proficiency in Tableau is crucial.
- Proficiency in Microsoft Office 365 tools is crucial.
- Experience in MDCA and ONA is desirable.
- Knowledge of a combination of business and technical (TEC) areas including – general management skills and document preparation is desirable.
Language: Fluency (Level C) written and spoken in English is essential. Working knowledge (level B) of another UN language is an advantage.
