Call for Consultancy Service to Conduct Project End-Term Evaluation for Pan African State Accountability Project (PASAP) Phase II

1.Background

Plan International is an independent development and humanitarian organization that advances children’s rights and equality for girls. We strive for a just world, working together with children, young people, our supporters and partners. Plan International has been building powerful partnerships for children for more than 80 years, and is active in more than 70 countries across the world. Plan International African Union Liaison Office (Plan AULO), based in Addis Ababa, leads Plan International’s liaison engagement with the AU and other related continental institutions. It also implements continental projects and initiatives (mainly on policy implementation and influencing) in line with its strategic focus areas.

Currently, Plan AULO is looking for a consultancy service to conduct end-term evaluation to one of its multi-partners, multi-level Pan-African projects; the Pan African State Accountability Project (PASAP II) that runs from July 2019- June 2024. The project generally aims at sustaining impact on the realization of children’s rights in Africa by strengthening CSOs institutional and technical capacity to hold states accountable and effectively engage in child rights monitoring and advocacy at national, regional, sub-regional and international level. The project is being implemented by three Plan International offices (Plan AULO, Plan MEESA and Plan WACAH) and nine partner organizations in Africa. The project is an extension of PASAP phase I, that runs through January 2015 to June 2018, working in vast geographic area across Africa and diverse thematic and cross cutting child right issues that provides tremendous opportunities for learning. Now Plan AULO would like to conduct an end-term evaluation by hiring an external consultants/ consultancy firm.

2. Purpose of the End-term Evaluation

The purpose of the PASAP End-term evaluation is to carry out an appraisal of the project’s intended as well as unintended impact, relevance, efficiency, effectiveness and sustainability towards achieving the overall goal as well as the documentation of the learning and knowledge management. The information gathered from the different stakeholders including beneficiaries will be used to assess to what extent the project has achieved or didn’t achieve both the programming/interventions. 3. Scope

The scope of the work is threefold: to assess the overall results of the phase II of the project in all the four African regions West, Central, East and Southern Africa; to do outcome harvesting as part of the evaluation in order to assess both the intended and unintended results; and the documentation of processes, outputs, outcomes and learnings. To this end, the consultants/ consultancy firm shall understand the project context, the implementation locations, institutional documents and policies of Plan International and key criteria of project evaluation. The review needs to be participatory with valid inputs from all the relevant stakeholders such as beneficiaries, local government officials, partners and other community stakeholders.

4. Key Deliverables

The consultant(s) are required to deliver the following:

  • Inception report: At the end of the inception phase, the consultant(s) is expected to submit an inception report.
  • Draft report: At the end of the End-term evaluation phase, the consultant(s) is expected to submit a draft report
  • Validation workshop/Presentation on the draft report to PASAP Stakeholders
  • A final comprehensive End-term evaluation report (in which stakeholder comments are adequately reflected) submitted in electronic version
  • Power point presentation of the methodology, key results and recommendation of the End-term evaluation (to be presented by the consultant(s) to project stakeholders
  • Updated Network Mapping
  • Compiled data generated in the process of the evaluation in excel
  • Dissemination workshop with PI and Partner CSO’s.

5. Qualifications and Experience

The applying firm or licensed consultants should have the following minimum qualification and experiences:

  • Direct experience in conducting end-term evaluation and studies in relevant thematic and geographic areas
  • Proven experience and knowledge in designing and carrying out development research, including project evaluations targeting different audiences
  • Proven experience in carrying out qualitative methods of data collection and significant experience and skills in using outcome harvesting as an evaluation method
  • Knowledge in and experience from evaluating civil society strengthening and accountability programmes
  • Experience with gender-inclusive data collection and familiarity with participatory and partnership approaches, including empowerment of civil society
  • The lead consultant/s should train to post graduate/advanced degree in social science fields (PhD preferred)
  • Advanced knowledge of English and French languages.
  • Previous work in the field of evaluation of Pan-African advocacy and experience with AU mechanisms is an asset

The End-term evaluation is expected to take place between Feb to May 2024. A maximum of 45 working days shall be allocated by the team of consultant for the entire task.
