Context
Médecins du Monde (MdM) is an international humanitarian organization whose mission is to provide medical care for the most vulnerable populations, the world over, including France. It seeks to stimulate voluntary commitment from doctors, other health care providers, and from those whose expertise in other fields is needed for its activities, to enlist all competent support required for the achievement of its projects, and to always seek to encourage close working relationships with populations in its care.
In Armenia, MdM has provided aid in natural disasters and war time emergencies and is now focusing on development of a Harm Reduction program.
In 2023, following the invasion of NK by Azerbaijan, MdM provided an emergency response for the displaced population in Yerevan + 3 regions including primary health care and MHPSS. Now that most of the displaced are registered within public health services, the program wishes to better identify the gaps in SRH services and improve its ability to address SRH issues in the future.
Objectives of the consultancy
General objectives: conduct a comprehensive assessment to identify and address the barriers affecting access to SRH and GBV services for NK displaced populations and ARM host communities. The assessment will focus on enhancing service delivery, strengthening community responses, and improving coordination among stakeholders to ensure more effective access to these essential services.
Assess the legal framework and identify key stakeholders involved in delivering SRH services (including access to family planning, safe abortion care, STI screening and treatment, cervical cancer screening, management of unwanted pregnancies, and responses to GBV).
Identify and document major barriers (financial, cultural, legal) affecting access to SRH services for the NK displaced and ARM host communities.
Geographical area : Yerevan, Masis, Ashtarak and Goris
Temporal area : 6 weeks
Programmatic area : Sexual and reproductive health, GBV
Specific objectives:
**1_**Assess the legal framework and identify key stakeholders involved in delivering SRH services (including access to family planning, safe abortion care, STI screening and treatment, cervical cancer screening, management of unwanted pregnancies, and responses to GBV).
**2_**Identify and document major barriers (financial, cultural, legal) affecting access to SRH services for the NK displaced and ARM host communities
The scope involves:
Organizing various focus group discussions with displaced, host communities, partners, stakeholders, authorities
Assessing the price of safe abortion, collecting medical data on types of contraceptive available, safe usage in Armenia, costs of contraception, access difficulties/ barriers (financial, cultural, lack of information etc.).
Documenting the availability of free of charge services for STI prevention/ testing and response, groups / categories that can access those services and identification of groups that are not covered by the State support), assessment of the costs related to STI testing and treatment and existing projects that work in the field.
**3_**Propose recommendations to improve access, coordination, and quality of SRH services along with a training program for health staff.
The scope involves:
Development of a training program for the project staff on SRH. Delivery of training session on SRH issues, prevention and response. Creation of an advocacy strategy with an action plan for the project
Results
The consultant will organize a consultative workshop with the MdM team to present the findings, observations, and analysis of the legal frames related to the subject of SRH and related operational risks for interventions
Upon submission of the final report and related deliverables, a final consultative meeting between the Steering Committee and the Consultant will also be organized at the end of the consultancy process.
Proposal / Budget
The Consultant shall submit a detailed cost breakdowns budget proposal based on the given budget, along with indicated timelines in working days, for the consultancy. The budget may include the consultancy fee (either in daily rates or as lumpsum amount in Armenian Drams), transportation costs of the Consultant in Yerevan, and fees related to document printing, stationaries, translation/transcription, and other incidental costs etc. related to the consultancy.
MdM will cover the costs (venue, food/per-diem, and transportation costs of the participants) for organizing FGDs and other meetings.
The maximum budget for this consultancy is 15 000 euros.
EVALUATION CRITERIA
The evaluator will make sure he /she considers the OECD Evaluation Criteria : Relevance, coherence, effectiveness, sustainability, efficiency and impact
Expected deliverables
At the end of the consultancy, the Consultant on SRH shall submit the following:
- Legal Analysis on abortion and family planning services
- Detailed mapping of SRH services and stakeholders
- Assessment of barriers hindering access to contraception and STI treatment. (including cost-analysis of services which are not covered by State support)
- Training program and proposal to strengthen coordination
- Action plan regarding Advocacy strategy on SRH/GBV with key messages
- Consultative workshop
- Interim report
- Comprehensive report in English language

Qualification and experience
Educational background:
- Advanced degree in public health, social sciences, and/or a related field
- Proven experience conducting assessments in SRH, GBV, or related fields
- Familiarity with humanitarian settings, especially work with displaced populations and host communities – could be an asset
- Knowledge of legal frameworks related to SRH and GBV services
- Strong analytical and report-writing skills
Professional experience:
- 5+ year experience of working in programs/projects in the private/public sector related to public health, human rights law, gender equality, SRHR issues
- Proven record of similar consultancies and/ or assessments
- Experience of working with International or local Non-governmental Organizations / CSOs is an asset
Languages:
- Knowledge of English is mandatory
- Knowledge of Armenian, French is an asset
