Organizational Setting
The Food and Agriculture Organization of the United Nations (FAO) contributes to the achievement of the 2030 Agenda through the FAO Strategic Framework by supporting the transformation to MORE efficient, inclusive, resilient and sustainable agrifood systems, for better production, better nutrition, a better environment, and a better life, leaving no one behind.
FAO’s office in Lebanon is responsible for developing, promoting, overseeing and implementing agreed strategies for addressing countrywide food, agriculture and rural development priorities under Lebanon. It develops and maintains relations with the relevant Ministries at country level. This position is based in FAO Representation in Beirut, Lebanon. The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner.
Reporting Lines
Under the overall supervision of the FAO Representative of Lebanon and under the direct supervision of the Resilience and Liaison Officer or Technical Coordinators, and in close consultation with FAO team, the incumbent will:
Purpose of the Call
The objective of the Call is to attract talent in different technical areas. The Call will create a roster of Applicants that will be used to identify candidates for Personal Services Agreement National (PSA.NAT) positions.
Below are some examples of different functional areas covered by the roster:
• Farmers’ Registry Registration Agent
The registration agent is responsible for completing all registration forms of the Farmers’ Registry based on information provided by the farmers. This entails collecting and scanning relevant supporting documents, and ensuring the declaration is signed by the farmer. Additionally, the registration agent distributes printed ID cards to farmers once the data is verified by Ministry of Agriculture (MOA).
• Farmers’ Registry System Administrator
The main role of the Farmers’ Registry System Administrator is to serve as the Information Technology focal point for all matters concerning the Lebanese Farmers’ Registry. This encompasses providing technical support for the registration process and registration agents, as well as assisting the central unit of Ministry of Agriculture (MOA) in data quality control. Additionally, they support technical enhancements of the Farmers’ Registry ‘s reporting tool, facilitate the printing of ID cards for farmers, and contribute to developing necessary standard operating procedures for standardizing the Farmers’ Registry. Furthermore, the Farmers’ Registry System Administrator offers technical assistance to the Geographic Information System (GIS) unit at MOA when required and address any unforeseen technical challenges.
• Farmers’ Registry Central Analyst
The primary responsibility of the Farmers’ Registry Central Analyst to serve as the central focal point for all matters concerning the Lebanese Farmers’ Registry. This entails overseeing the entire registration process and supervising registration agents, while also ensuring data quality control. They coordinate with developers to enhance tools, supervise the validation of farmers’ registrations, and draft standard operating procedures and ministerial decisions for standardizing the Farmers’ Registry. Additionally, the Farmers’ Registry Central Supervisor supports the printing of ID cards for farmers, facilitates communication with the Geographic Information System (GIS) unit at Ministry of Agriculture (MOA) for cadastral maps, and address any unforeseen technical challenges.
• Farmers’ Registry Regional Analyst
The main responsibility of the Farmers’ Registry Regional Analyst is to serve as the focal point for all matters concerning the Farmers’ Registry within a specific governorate. This involves overseeing the entire registration process and supervising registration agents within the region, while also ensuring data quality control. The Farmers’ Registry Regional Supervisor supports the validation of farmers and collaborate with the Ministry of Agriculture (MOA) central unit to implement a monitoring and data audit program for the Farmers’ Registry. Additionally, the Farmers’ Registry Regional Supervisor coordinates with relevant regional authorities, supervises the printing of ID cards for farmers, and addresses any unforeseen technical challenges.
• Farm Business School Assistant
The Farm Business School Assistant’s main role is to establish Farm Business Schools, including reaching out to farmers, facilitating the sessions using the FAO guides and manuals, conducting an evaluation of the school, managing the group dynamics, and liaising with FAO project staff for the good implementation of project activities.
• Green Plan Assistant
At regional level: the green plan Assistant receives grants applications, undertakes field inspection missions and submits Field Inspection Reports. The green plan agent supports the agreement signature logistically between FAO and beneficiaries and provides Work Permits for every signatory. The incumbent organizes field missions and submits Work Reception Reports after works completion.
At central level: The green plan Assistant coordinates the activities of field agents and facilitates communication between field agents and the FAO project. They are responsible for centrally auditing Field Inspection and Works Inspection Reports before submitting them to the FAO project for processing.
Additionally, they conduct field verification missions as necessary.
• Farmers’ Technical Trainer
The farmers’ technical trainer develops and delivers tailored training sessions to farmers, after reviewing outline and content with the FAO project team. Trainers may be requested to develop related extension materials and support technical media production.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• Education: University degree in Agriculture Sciences, Agricultural Economics, Food Security, or other related fields; or University Degree with additional years of related work experience and/or trainings/courses.
• Experience: A minimum of five years of relevant experience in related positions.
• Languages: Working knowledge (level C) of the FAO official language used for communication within the country (English) and Arabic
• Knowledge of the MS Office applications, internet, and office technology equipment.
• Proficiency in corporate electronic databases and systems would be an asset.
• National of Lebanon or resident of the country with work permit
