Organizational Setting
The Food and Agriculture Organization of the United Nations (FAO) contributes to the achievement of the 2030 Agenda through the FAO Strategic Framework by supporting the transformation to MORE efficient, inclusive, resilient and sustainable agrifood systems, for better production, better nutrition, a better environment, and a better life, leaving no one behind.
FAO’s office in Lebanon is responsible for developing, promoting, overseeing and implementing agreed strategies for addressing countrywide food, agriculture and rural development priorities under Lebanon. It develops and maintains relations with the relevant Ministries at country level. This position is based in FAO Representation in Beirut, Lebanon. The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner.
Reporting Lines
Under the overall supervision of the FAO Representative of Lebanon, under the direct supervision of the Resilience and Liaison Officer or Technical Coordinators, and in close consultation with FAO team, the incumbent will:
Purpose of the Call
The objective of the Call is to attract talent in different technical areas. The Call will create a roster of Applicants that will be used to identify candidates for Personal Services Agreement National (PSA.NAT) positions.
Below are some examples of different functional areas covered by the roster:
• Gender Expert
The Gender Expert’s duties include reviewing gender mainstreaming documents, conducting gender-based analysis on value chains, assessing project impacts on genders, collecting disaggregated data, identifying partner organizations, developing a Gender Equality Strategy, proposing project adjustments for gender mainstreaming, and performing other related tasks as needed.
• Environmental Expert
The Environmental Expert’s role involves reviewing project components for environmental impact, describing relevant legislations and policies, assessing environmental effects, proposing mitigation measures, evaluating climate risks on agriculture, suggesting resilience-building activities, managing energy needs sustainably, planning solid waste management, involving stakeholders, monitoring environmental effects, recommending project adjustments, and performing related tasks as required.
• Compost Specialist
The Compost Specialist will complete the compost sector assessment by reviewing previous assessments, identifying stakeholders, developing a gender-sensitive survey, coordinating with internal partners, and conducting data analysis. The incumbent will prepare an action plan integrating findings and recommendations, including environmental and climate-smart practices, and identifying potential women beneficiaries. The specialist will organize a national stakeholders’ workshop to disseminate findings, establish a platform for compost promotion, and draft terms of reference for implementing organizations. Additionally, the incumbent will coordinate exposure visits for smallholder farmers and participate in gender training sessions.
• Fodder Specialist
The Fodder Specialist will participate in gender capacity building activities and complete a desk review on fodder cultivation in Lebanon, focusing on project identification, gender analysis, production gaps, supply chain overview, climate change impacts, and gender-sensitive development opportunities. The incumbent prepares a gender-sensitive action plan for priority activities, emphasizing climate-adapted forage crops, and organize a national stakeholders’ workshop with (The Lebanese Agricultural Research Institute) LARI to disseminate findings and establish a gender-inclusive platform. Draft terms of reference for LARI’s action plan to ensure certified seed production, integrating gender considerations to ensure equal access to resources for men and women.
• Information Management Specialist
The Information Management Specialist is responsible for ensuring the efficient and accurate development, implementation, and updating of necessary database tools, dashboards, standard operating procedures, statistical data, training, progress reports, and any other information acquisition and management tools that the project might need.
• Forest and Landscape Restoration Mechanism Specialist (FLRM)
The incumbent will update the FLRM workplan according to project partners’ needs and assist senior colleagues coordinate with the Ministry of Agriculture staff to finalize and update rangeland management plans for specific areas in Lebanon. The Specialist will support the development of Letter of Agreements with local partners for plan implementation, supervise the translation of these plans into Arabic, and support the coordination with stakeholders to develop a Global Environmental Facilities (GEF) concept note. S/he will assist in revising the “forest law” draft, organize technical days, and facilitate the FLRM work plan’s implementation. The Specialist will follow up on activities, review deliverables, report progress to the country office and FAO HQ, and perform other relevant duties.
• Business development Specialist
The Business Development Specialist is responsible for developing a feasibility study to verify and validate the planned interventions on the plot, ensuring feasibility in terms of costs, expenses versus revenues, and turnover. S/he needs to determine the labor requirements, including management, for optimal business operations of the plot, involving women and youth labor, and avoiding losses.
• Technical Specialist- Field
The Technical Specialist- Field is responsible for following up on the implementation of field activities, organizing training activities, and contributing to field data collection and reporting.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• Education: Advanced degree in Agriculture Sciences, Agricultural Economics, Food Security, Gender Studies, Women’s Studies, Sociology, International Development or other related fields; or University Degree with additional years of related work experience and/or trainings/courses.
• Experience: A minimum of five years of relevant experience in related positions.
• Languages: Working knowledge (level C) of English or / and Arabic
• Knowledge of the MS Office applications, internet, and office technology equipment.
• Proficiency in corporate electronic databases and systems would be an asset.
• National of Lebanon or resident of the country with work permit
