I. Background:

The work undertaken through this assignment will contribute to the “Strengthening Pre-service Teacher Education in Myanmar (STEM)” project and the “Education Sector Program Implementation Grant (ESPIG)” project. Given the current situation, many teaching and learning activities have been interrupted since 2021. Therefore, it is essential that everyone involved in the education sector is aware of the concept of Conflict Sensitive Education (CSE) in engaging, planning and implementation of any educational activities. In this evolving context, UNESCO aims to develop a series of course modules to use in awareness raising of CSE and deliver them through the UNESCO Myanmar Teacher Platform (MTP). This course will entail at least five modules targeting different levels of education stakeholders. Therefore, UNESCO is hiring an organization or consulting firm which is responsible for developing CSE courses to different education stakeholders (teachers, school management committee/ community leaders, partner organizations).

II. Work Assignment:

Under the overall authority of the Director of UNESCO Regional Office in Bangkok (hereinafter called UNESCO Bangkok), the direct supervision of the Head of UNESCO Project Office in Yangon and in close collaboration with Responsible Officer who is responsible for the contents of the course, the Contractor shall specifically perform the following:

  1. Discuss with UNESCO STEM and ESPIG team the context, objectives and target participants for CSE modules;
  2. Conduct research to ensure the proposed course title, in terms of overarching, concepts, content, quizzes, teaching and learning strategies, interactive learning activities and assessment, approaches are contextualized and provide the relevant approaches on developing course contents;
  3. Submit the revised module contents of five modules, incorporating UNESCO and other stakeholder’s comments, suggestions and ideas as necessary;
  4. Develop PowerPoints and the video scripts for e-learning course based on the course contents for all five modules;
  5. Revise PowerPoints and the video scripts for e-learning course, incorporating UNESCO and other stakeholder’s comments, suggestions and ideas as necessary;
  6. Compile a list of tables, figures (including diagram, chart, illustration), photos (including images, cartoons, icons) and other graphic elements from the third party-materials by using a template provided by UNESCO;
  7. Secure the intellectual property rights by using the “permission consent form” (provided by UNESCO) to obtain a written authorization from the original source of work when include the third-party materials (see item e) and inform them regarding UNESCO Open Access Policy;
  8. Ensure that no plagiarized or self-plagiarized material is published without appropriate acknowledgement of the source;
  9. Provide a proper credit or citation to the original work of the third-party materials. For any materials (see item e) created by author, the “Source: author” should be placed underneath aforementioned materials;
  10. Avoid including maps (global, regional, country) that could be politically sensitive or that could affect the legal status of any country, territory, city, area, or its authorities, or the delimitation of its frontiers or boundaries. If the map must be used, seeking DPI/PAX clearance is required (refer to a memo).
  11. Improve and incorporate suggested changes (if required) and finalize the course content until it is considered as satisfactory;
  12. In line with UNESCO’s overall gender mainstreaming strategy, ensure the Guidelines on Gender-Neutral Language is applied throughout the work (https://unesdoc.unesco.org/ark:/48223/pf0000377299); and
  13. Communicate with UNESCO on a regular basis to update on the progress of the assignment.

III. Deliverables and Timeline:

  1. Prepare and submit the draft concept note with course outlines in Standard English by 15 February 2024;
  2. Submit the final version of the concept note with course outlines in Standard English by 29 February 2024;
  3. Prepare the draft course contents (narrative session) of all five modules in Standard English by 12 April 2024;
  4. Submit the final version of course contents (narrative session) of all five modules in Standard English by 10 May 2024;
  5. Submit draft powerpoints and video scripts (all five modules) in Standard English by 24 May 2024; and
  6. Submit final version of powerpoints and video scripts (all five modules) in Standard English by 21 June 2024.

The Organization/ Consulting Firm is required to complete the assignment with quality that meets the satisfaction of UNESCO. The deliverables will be reviewed by UNESCO. The Organization/ Consulting Firm may be requested to re-submit the documents if they are not of satisfactory quality within an agreed timeframe upon receipt of the requests.

IV. Location and Travel:

The Organization/ Consulting Firm will be home-based and no travel is anticipated.

V. Qualifications and Experience:

The Organization/ Consulting Firm:

Required Qualifications

• Sufficient technical support professionals for training materials and online course development with appropriate experience in education, Education in Emergencies, international development or a related field;

• Sufficient professionals with excellent communication skills and excellent writing skills in English;

and

• Ability to produce high quality content on tight deadlines.

Desirable Qualifications:

• Previous experience in training materials and course development; and

• Good knowledge of the Myanmar country context or context similar to Myanmar.

Required qualifications:

  • Bachelor’ degree in social sciences, development, statistics, educational sciences, or other related discipline;
  • Minimum 10 years of relevant work experience;
  • Experience in training/course design and content development;
  • Excellent planning and organizational skills;
  • Excellent communication and a concern for transparency and diligence;

Desirable qualifications:

  • Master’s degree in social sciences, development, statistics, educational sciences, or other related discipline;
  • Minimum 5 years of relevant work experience; and
  • Previous experience working with UN organizations.

• Technical Proposal clearly referencing “Organization/ Consulting Firm-CSE course development” indicating: 1) company profile with Curriculum Vitae of key consultant(s) carrying out the work, 2) Detailed work plan showing the assignment’s important activities and milestones, 3) quality assurance mechanism and 4) sample course/training materials; and

• Financial Proposal indicating all the necessary cost in the budget breakdown with unit cost for each module.

UNESCO places great emphasis on ensuring that the objectives of the work assignment, as described in the Terms of Reference, are met. Accordingly, in evaluating the proposals for the assignment, attention will focus first and foremost on the technical elements. From those proposals deemed suitable in terms of the criteria in the Terms of Reference, UNESCO shall select the proposal that offers the Organization best value for money.
