The civil conflict and political crisis in South Sudan in 2013 and 2016 have had a detrimental impact on the population resulting in violation of human rights, as well as widespread displacement of people. It is estimated that over 4.2 million people were displaced by these crises. Out of the 4.2 million people who fled their homes, about 2,000,000 are internally displaced whilst 2.2 million fled into the neighbouring countries. Sexual and Gender Based Violence (SGBV) and Conflict Related Sexual Violence (CRSV) was and remains prevalent as parties to the conflict used Rape as a means and a weapon of war especially in the 2016 conflict.[1]
Though Northern Bahr el Ghazal State remained peaceful when the rest of the country was at war, the state is equally affected by the aftereffects of the prolonged conflict. The State has a functional justice system, but systemic institutional challenges limit the ability of the institutions to provide timely services to the vulnerable persons. These capacity gaps include inadequate funding, poor infrastructure and limited geographical coverage as the institutions are present only in the urban areas leaving the remote areas without justice actors. SGBV is prevalent in the state, partly because of inadequate knowledge about it and patriarchy. The state is food insecure, and this is attributed to the climatic shocks especially the prolonged drought and flooding that result in poor harvests.
The Sudan conflict that erupted on 15 April 2023, between the Sudan Armed Forces and the Paramilitary Rapid Support Forces (RSF), caused people to flee resulting in an influx of refugees and returnees in the State. The state currently hosts 9000 refugees at Wedweil refugee settlement and over 29,000 Households made up of returnees and IDPs. The increase in population burdens the already constrained rule of law and social service institutions and is causing competition for the scarce community resources with an already vulnerable host population. Food prices have increased as supply of food stuffs from Sudan continue to diminish because of increased insecurity along the trade routes. These factors exacerbate the vulnerability of both the returnees and host population and escalate cases of GBV. Many of the refugees, returnees and IDPs had traumatic experiences as many reported incidents of torture and looting of their household items.
UNDP’s Access to Justice, Security and Human Rights Strengthening Programme seeks to meet the needs of the returnees, IDPs and host communities provides linkages between justice providers and communities through various activities including capacity strengthening of the justice chain institutions, awareness raising on constitutional and legal rights, support to community security initiatives, and strengthening of coordination of the rule law actors through the flagship monthly rule of law forums. The programme enables access to justice to especially GBV survivors, vulnerable persons including women and girls, IDPs, returnees, and refugees by extending Low Value Grants (LVGs) to Civil Society Organizations (CSOs) Community Based Organizations (CBOs)to establish Justice Confidence Centers (JCCs) to provide legal representation, legal advice, and legal counselling to vulnerable persons.
OBJECTIVES AND EXPECTED OUTPUTS/ DELIVERABLES
The programme thus seeks a competent and reputable CSO, National Non-Governmental Organization and CBO to establish a Justice Confidence Centre in Aweil West for a period of eight months. The expected results will include the following.
