OVERVIEW
One of our aims within Elrha’s new strategy ‘Shaping the Future’ is for better coordination of research and innovation (R&I) activities, and for outputs to continue to address priority public health needs. One way to achieve this is closer collaboration between our programmes, the Humanitarian Innovation Fund (HIF) and Research for Health in Humanitarian Crises (R2HC).
One potential area identified for the R2HC and HIF to collaborate on is water, sanitation and hygiene (WASH), as both programmes have funded projects in this area previously. Both programmes have also published reports which set out humanitarian WASH R&I priorities in recent years – the WASH Research Agenda (2023) and the WASH Gap Analysis (2021).
We would now like to identify which issues would benefit from joint R&I funding, and where the value-add of such funding would improve public health outcomes.
OBJECTIVES
The purpose of this consultancy is to identify specific priority areas (or ‘opportunities’) where R&I can be used jointly to enhance the health outcomes of humanitarian WASH responses. We are looking to:
- Identify opportunities (3-5) where the value-add of joint R&I funding could lead to improved public health outcomes in humanitarian WASH
- Identify options (funding call prototypes) for how we could run joint HIF/R2HC funding calls (at least 3 options)
- Map the humanitarian WASH R&I funding landscape to identify business development opportunities
Given that WASH is a broad area of humanitarian response, we would like to approach this work by selecting two ongoing humanitarian responses as case studies. The selected responses should be contrasting response types and settings, but should both be high severity contexts. The case studies should be used to explore where there are specific opportunities for R&I in WASH programming to strengthen health outcomes for people affected.
TIMELINE
The intended start date is March 2024 and the period of implementation of the contract will be until October 2024.

The application deadline to submit a Proposal is 17:00 GMT on Friday 9 February 2024. We will not be able to consider incomplete applications or applications submitted after the deadline.
Proposals will be reviewed according to the criteria set out in the request for proposals, and the contract will be awarded by Monday 19 February 2024.
