OVERVIEW
Humanitarian settings are some of the most challenging contexts for inclusive and responsible data collection. In 2021, the UN Secretary General called for improved collection, sharing and use of data on disability in humanitarian action, revealing a lack of inclusive data and low participation of people with disabilities. Part of the problem is due to a lack of meaningful collaboration with older people or people with disabilities. Our 2020 Gap Analysis highlighted how data collection methods were rarely co-designed with representative organisations, such as older people’s associations (OPAs) and organisations of persons with disabilities (OPDs).
Prompted by these insights, our Data Driven Inclusion Challenge was launched last year. The aim of the funding call was to support projects that could change and improve the way we collect and use data for disability and older age inclusion in humanitarian action. A key requirement was that the project must involve meaningful collaboration with representative organisations (OPDs and OPAs).
The selected six innovations are hugely diverse in both approach and the humanitarian context in which they aim to assist. Next year, additional funding will be provided for promising innovations to further develop and pilot them, and we will continue to capture learnings, successes, and challenges, sharing them with the humanitarian community.
SCOPE AND OBJECTIVES
This scope of work is a unique opportunity to produce short and impactful digital storytelling pieces showcasing a minimum of two innovations, with at least one piece featuring in-country filming of context, people affected by crisis and humanitarian actors. In addition, the scope includes producing a third piece of a summary video featuring all six innovations to make wider case for data driven inclusion.
The project has three objectives:
- Produce compelling video case studies to illustrate the real-world impact of the innovations funded under Data-Driven Inclusion Challenge.
- Showcase the human stories and transformative effects of these innovations on individuals with disabilities and older persons in humanitarian crises through engaging and informative videos.
- Advocate for the broader adoption and recognition of innovative data-driven inclusion practices by effectively communicating success stories and the pressing need for these advancements in the humanitarian sector.
TIMELINE
The intended start date is early March 2024 and the period of implementation of the contract will be until December 2024.

PROPOSAL SUBMISSION
The application deadline is 13:00 GMT on Wednesday 24 January 2024. We will not be able to consider incomplete applications or applications submitted after the deadline.
Applications must include the following:
- Portfolio or resume.
- Sample of similar previous works if portfolio is not submitted.
- Covering letter (max 1 page) setting out interest in and suitability for this consultancy role against the role requirements.
- Proposed approach and daily rate (max 2 pages).
- The due diligence form filled in. This form is available in pages 6-7 of the request for proposals.
