About CLV Cluster
Following an organisational decision to create multiple Clusters globally, the CLV Cluster was founded in 2021. Vietnam, Laos, and Cambodia were combined to form the CLV cluster in Asia manage thorugh Oxfam Novib as an Executive Affiliate. By utilising learning and synergies from across the Cluster, the Cluster aims to achieve higher efficiencies and impact. During the first phase of the Cluster, business operations and business development saw new ways of working that were integrated and harmonised while phase two looks to leverage programmatic strengths and learning to have greater impact at scale.
The Role
Oxfam International Regional Platform Asia is looking for a CLV Cluster Director to contribute and implement CLV’s Cluster strategy in alignment with the Asia Regional strategy and Oxfam’s 2030 ambitions by providing vision and strategic direction to all of Oxfam’s work across the Cluster. Through a collective leadership approach, S/he will support the vision and strategic direction of Oxfam’s work in Cambodia, Laos and Vietnam.
The CLV Cluster Director, under the leadership of OI Regional Director will ensure the implementation of the Oxfam 2030 strategy framework which aims to create a stronger Oxfam that is globally coordinated and relevant in every location in which we work.
Who we’re looking for
CLV Cluster Director will be an experienced, dedicated, and highly motivated professional, with a strong commitment to Oxfam’s values and beliefs with the following qualification and competencies:
- Highly skilled professional with 15 years of experience, including at least 5 years in senior leadership roles in managing and motivating multi-disciplinary, multicultural, geographically remote, and matrix-managed teams.
- A deep understanding and knowledge of the politics, economics and political context within the three countries, enabling the effective management of strategy, programming and risk.
- A track record of achieving impact in the development and management of multi-country, large scale, impactful, high quality and innovative development, influencing and humanitarian programming.
- Proven track record of multi-country business development and fundraising, with extensive knowledge of Oxfam’s major institutional donors.
- Proven analytical skills, with ability to:
- Take and manage calculated risks based on evidence-based assumptions.
- Think strategically, to maximize adaptability and agility.
- Encourage forward thinking, new ideas and learning from experience beyond the Cluster context while acting within a global framework.
- Demonstrated commitment to feminist leadership principles and previous success in creating a distributed leadership culture and approach.
- Strong business operations management experience including compliance to organisational and donors’ policies.
- High-level financial and asset management skills to steer and efficiently manage a Cluster budget of 16 million to 18 million EURO annually.
- Experience of managing security, risk and legal compliance particularly in a shifting civic space environment.
