Context

The Norwegian Refugee Council (NRC) is an international non-governmental organisation of Norwegian origin, present in more than 25 countries worldwide. NRC has been working in the Democratic Republic of Congo since 2001. Its programmes focus on the sectors of Education, Rapid Response to Population Movements (RRMP), Protection from Violence (PfV), Shelter, Wash, Livelihood and Food security, and Information, Counselling, and Legal Assistance (ICLA) in favour of populations forced to move.

Globally, NRC specializes in camp and site management. As part of the influx of people affected by displacement and living in host families and other collective buildings (schools, churches) NRC in coordination with the Division of Humanitarian Affairs (DIVAH) and other actors operating in the health zone has therefore positioned itself to support site management in Minova with financial support from BHA.  The program may be gradually extended to cover other health zones and/or provinces, depending on the evolution of the humanitarian situation in the DRC.

What you will do:

The purpose of the CCCM Programme Development Manager (PDM) position is planning and implementation of all NRC Camp Management portfolio in Region of North and South Kivu. The role also includes reinforcing CCCM standards, financial and administration management. 

  • Responsible for development of new CM proposals.
  • Ensure quality control and site monitoring to ensure that CM services are provided according to CCCM global standards
  • Ensure integration of CM response in long term strategy.
  • Ensure project data collection, quality and management and work closely with M&E to maintain and update relevant NRC tools (GORS, Internal Database, achievement and progress of project log frames, AAR, evaluations)
  • Design technical implementation documents for CCCM projects including proposals, logframes and budgets.
  • Develop a community engagement strategy in line with CCCM global standards and NRC Community Coordination Guidelines.
  • Ensure capacity building for staff on the project, national authorities and all other relevant bodies in Sahel (sites management and coordination, community engagement, community governance capacity building, )
  • Work with the other specialists in understanding the dynamism around IDP and land issues in within the Area  and in DRC in general.
  • Prepare internal and external reports include for donors  regarding CCCM activities and projects.
  • Ensure standards for implementation are known and applied among CCCM teams
  • Participate in rapid assessments in new areas of intervention
  • Identify solutions to implementation challenges and constraints in a changing context
  • Provide technical support to other relevant NRC project manager and coordinators (Education, ICLA, Shelter, WASH and FSL) for the development of community based intervention.
  • Record and document good practices, lessons learned and establish a database in coordination with M&E to capture CCCM  program performance.
  • In coordination with the Specialist and Area Manager, represent NRC in coordination meetings with local authorities and NGOs when required
  • Line manage CM project staff and ensure capacity building of project staff and transfer key skills; this includes the performance management process; setting clear goals aligned to country strategy and priorities, and to follow up and support staff’s achievement. Furthermore, responsible for key processes as workforce planning, recruitment, staff induction and development and Duty of Care.
  • Contribute to the development of Country, Area and PfV strategies and coordinate across CCs
  • Develop CC projects and coordinate and manage CCCM project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements
  • Provide technical direction and ensure high technical quality of projects
  • Liaise and collaborate with relevant local authorities and other key stakeholders

What you will bring:

  • Minimum 5 years of experience at a senior level project implementation in a humanitarian or recovery context
  • Previous technical Camp Management, Mobile Site Management, UDOC experiences.
  • Previous experience working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Good personal organisational skills, team management, including time management, and ability to meet deadlines and work under pressure.
  • Willingness to travel to area offices and work in difficult environment according to travel requirements.
  • Excellent written and oral communication skills in English &French.
