Call for Applications: Capacity Building Needs Assessment Consultant
1. Background
Women Empowerment Organization (WEO), in partnership with GIZ, seeks a consultant to conduct a Capacity Building Needs Assessment for the project “Sustainable Climate Dialogues: Empowering Women for a Resilient Future.” The project aims to empower women to participate in climate adaptation efforts and integrate their perspectives into local and national policies. The assessment will identify capacity gaps among civil society and government stakeholders and inform tailored capacity-building measures.
2. Objectives
Conduct a Capacity Building Needs Assessment to:
-Identify gaps in technical, methodological, and policy-making skills.
-Assess existing training programs and materials.
-Develop a Capacity Development Strategy with short- and long-term measures.
Ensure alignment with the project’s goals of fostering equality-responsive climate adaptation between women and men, and empowering women in decision-making.
3. Scope of Work
Capacity Building Needs Assessment:
-Conduct desk reviews of existing training programs and materials.
-Collect primary data through surveys, interviews, and FGDs with stakeholders.
-Analyze gaps in:
1-Technical Skills: Climate change, equality between women and men, women’s economic empowerment, and alternative livelihoods.
2-Methodological Skills: Participatory dialogue and engagement techniques.
3-Policy-Making Skills: Developing policy recommendations and action plans.
-Capacity Development Strategy:
Develop a strategy with tailored capacity-building measures.
Identify collaboration opportunities with existing training providers.
-Deliverables:
Comprehensive report with findings and recommendations.
Presentation materials for stakeholder dissemination.
4. Methodology
Mixed-methods approach: Primary data collection (surveys, FGDs, interviews) and secondary data review.
Participatory engagement with stakeholders for inclusivity and local ownership.
Collaboration with WEO, GIZ, and local partners.

5. Qualifications
-Advanced degree in education, social sciences, equality between women and men studies, or environmental studies.
-Proven experience in capacity needs assessments and designing capacity-building programs.
-Knowledge of climate change, equality between women and men, and participatory policy-making.
-Experience working in Iraq, particularly in Dhi Qar and Basra.
-Excellent writing skills in English.
6. Deliverables and Timeline
The consultant will deliver the following outputs within the agreed timeline:
-Inception report with detailed methodology, February 09, 2025
-Draft capacity needs assessment report, February 16, 2025
-Final report with Capacity Development Strategy, February 25, 2025
-Presentation materials, February 26, 2025
