Context

In Ukraine, UN-Habitat is supporting national and subnational governments in their recovery efforts, linking short term reconstruction needs to longer term resilience solutions. At local level, UN-Habitat provides support to recovery planning efforts of local governments, through its Urban Lab established in Kyiv. The programme also strives to increasing Ukrainian urban planning and design capacities, through support to academia, think tanks and practitioners among others. At national level, UN-Habitat provides support to the government of Ukraine, and more specifically to the Ministry for Communities, Territories and
Infrastructure Development, on the development of national policies and instruments that guide regional and local governments’ recovery.
UN-Habitat’s engagement towards a sustainable recovery of cities in Ukraine is underpinned by its efforts to strengthen the digital and data capacities of national, regional and local government entities to improve decision making and enable implementation of climate resilient recovery planning, through UNITAC, a collaboration between UN-Habitat, the UN Office for Information and Communication Technologies (OICT) and the HafenCity University (HCU).

Task description

Within the delegated authority and under the direct supervision of the head of programme in Ukraine or his/her designated mandated representative(s), the UNV for Capacity Development Expert will:
• Conduct a comprehensive assessment of the capacity development needs of local/regional/national government institutions, civil society organizations, and other relevant stakeholders.
• Analyze the current capacity gaps, challenges, and priorities, considering the political, economic, and social context of Ukraine.
• Develop a capacity development strategy and action plan in collaboration with key stakeholders, including academia, training institutions/programme, NGOs and INGOs, aligned with national and local priorities.
• Identify priority areas for capacity building,
• Design and implement capacity development programs, including training, workshops, mentoring, and coaching, tailored to the needs of the target groups.
• Facilitate knowledge sharing and exchange of best practices among stakeholders.
• Establish and maintain partnerships with government agencies, international organizations, NGOs, and the private sector to leverage resources and expertise for capacity development initiatives.
• Develop and implement a monitoring and evaluation framework to assess the effectiveness and impact of capacity development activities.
• Regularly collect and analyze data to measure progress and make necessary adjustments to the capacity development strategy.
• Prepare and submit regular reports on the progress and outcomes of capacity development initiatives.
• Document lessons learned and best practices to inform future capacity development efforts.
• Communicate the results and impacts of capacity development activities to stakeholders and the broader public.
• Build and maintain a network of capacity development practitioners and experts for knowledge exchange and collaboration.
• Any other related tasks as may be required or assigned by the supervisor.
Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:
• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
• Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
• Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities.
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
• Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
• Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
Results/expected outputs:
• As an active UN-Habitat team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UN-Habitat and its beneficiaries in the accomplishment of her/his functions, including contribution for the delivery of:
• A comprehensive strategy and action plan outlining the objectives, priorities, and activities for capacity development in Ukraine.
• A series of tailored training programs and workshops designed to enhance the skills and knowledge of government officials, civil society organizations, and other stakeholders.
• Regular reports assessing the effectiveness and impact of capacity development activities, including recommendations for improvement.
• Development of knowledge products such as guidelines, manuals, and toolkits to support capacity building efforts.
• Formal agreements with government agencies, academia, international organizations, NGOs, and the private sector to collaborate on capacity development initiatives.
• Detailed reports identifying capacity gaps and challenges in key sectors or institutions, providing a basis for targeted interventions.
• Production of communication materials such as brochures, newsletters, and social media content to raise awareness and disseminate information about capacity development activities.
• Development of policy recommendations to address capacity development needs and support the implementation of reforms.
• Preparation of funding proposals to secure financial resources for capacity development projects.
• Establishment of a network of capacity development practitioners, experts, and stakeholders for knowledge exchange and collaboration.
