Overview
USAID’s Momentum Country and Global Leadership (MCGL) award is a seven-year USAID-funded global award, that works in tandem with country governments and local nongovernmental organizations to provide targeted technical and capacity strengthening assistance and contribute to the global technical leadership and policy dialogue on improving measurable outcomes for maternal, reproductive, newborn and child health, and voluntary family planning. MCGL seeks a Capacity Strengthening Advisor for Institutional Strengthening to help lead Capacity Strengthening activities for an upcoming USAID family planning program in Jordan. The MCGL Jordan program will provide support to the USAID/Jordan-funded Government to Government Partnership for Health in Family Planning (PHFP) program, led by the Ministry of Health (MOH), with aims to promote and provide quality family planning services to the population of Jordan.
The Capacity Strengthening Advisor for Institutional Strengthening will support the Ministry of Health to strengthen their internal capacities across priority organizational and technical areas, so that they improve their performance in implementing the PHFP and other related FP programming. This person, in close collaboration with the MOH, will lead the assessment of MOH’s capacities, the development of a capacity action plan (CAP), and will manage the implementation of the CAP with the support of relevant experts (staff and consultants). This person will work under the Chief of Party.
Responsibilities
- Support project principles of locally led development and work with Jordanian stakeholders to strengthen capacities of local institutions, primarily the Jordanian Health Communication and Awareness Directorate and Jordanian Woman and Child Health Directorate, but also other Jordanian organizations that will be engaged in the project, including the Royal Medical Services, Jordanian universities and professional associations, and possibly Jordanian community-based organizations engaged in work under PFHP.
- Ensure the project’s capacity strengthening strategies and approaches are evidence-based and aligned with global best practices and learning.
- Lead participatory capacity assessment processes with Jordanian government institutions at the national and sub-national levels.
- Co-create and manage detailed change action plans, alongside government institutions within the MOH, to guide long-term capacity strengthening activities.
- Coordinate with the project team, including technical, finance, and M&E colleagues, for integration of capacity strengthening activity planning, implementation and reporting into project management processes.
- Coordinate, advise and manage technical experts (staff and consultants) who will provide capacity strengthening support to the MOH in areas of family planning, institutional systems, project management, knowledge management, monitoring and reporting, and other priority areas.
- Provide direct capacity strengthening support to local stakeholders through training, coaching, mentoring, or other approaches, in one or more priority capacity areas.
- Support the development of capacity strengthening tools and deliverables, including training curriculum development, coaching and mentoring guides, and other tools as relevant.
- Contribute to the preparation of work plans, progress reports, activity reports and other communication materials that reflect results of capacity strengthening activities.
- Contribute to the project’s learning and adapting management approach, by leading analysis and learning around capacity strengthening activities.
- Participate in relevant technical working groups and knowledge exchange activities related to capacity strengthening at local or global levels.
- Represent the project’s progress, achievements and lessons learned to donors and other stakeholders through meetings, conferences, and presentations at local or global levels.
Required Qualifications
- Advanced degree in areas such as project management, public health, business administration, education, capacity and organizational development or other related areas, with at least six (6+) years of relevant work experience providing capacity strengthening support to government institutions or other organizations, or bachelor’s degree with at least eight (8+) years of relevant work experience.
- Credible prior experience working within governmental structures, preferably in the health sector.
- Proven technical expertise and experience leading capacity strengthening assessment and planning processes in collaboration with local stakeholders.
- Skills in facilitating collaborative dialogues and processes with multi-sector stakeholders.
- Experience providing capacity strengthening support to government staff through training, coaching, mentoring, or other approaches.
- Experience and skills in managing teams, including consultants, to implement complex capacity strengthening programs.
- Ability to develop and maintain strong and collaborative relationships with multiple stakeholders, including donors, government, civil society organizations and other development partners.
- Strong analytical and critical thinking skills and ability to translate data into action.
- Ability to communicate project results to wide audiences through written and verbal reports, presentations and/or other forms of communication.
- Ability to communicate verbally and in written form at a technical professional level in Arabic and English.
- Availability to take multi-day trips to implementation areas of the project.
Preferred Qualifications
- Knowledge and experience working on family planning programs.
- Prior understanding of health and/or population welfare systems in Jordan or broader Middle East contexts.
- Previous experience working on USAID-funded projects.
