PROJECT BACKGROUND

  • The Paris Agreement provides a comprehensive framework for signatory Parties to reach an ambitious commitment to limit the increase in global average temperature to well below 2°C, and to pursue efforts to limit the increase to 1.5°C in a cooperative manner. This framework covers a number of instruments including cooperative approaches under Article 6 of the Paris Agreement, which allows for the potential development of international carbon transactions.
  • The Carbon Pricing Unit (CPU) of GGGI is implementing several programs related to scaling up international carbon trading. By opening up these markets and the resultant flow of transactions it is envisaged a robust and reliable global price for carbon can be establish, something many areas of the private sector have long called for as a way to motivate the transformational change needed to achieve the ambitious goals of Paris. GGGI’s Article 6 programs provide technical assistance and capacity building to government counterparts to improve their readiness for Article 6 engagement. They also support the design of projects and policies for pilot transactions and strengthening of institutional frameworks required for their implementation. As of today, GGGI’s Carbon Pricing Unit is delivering its program in over thirteen countries, making it a leader in Article 6 technical support and piloting.
  • The Mobilising Article 6 Transaction Structures (MATS) Program funded by the Swedish Energy Agency (SEA) supports countries to access carbon finance under Article 6 of the Paris Agreement by facilitating the completion of Internationally Transferred Mitigation Outcome (ITMO) transactions. Under the MATS Program, GGGI has been offering tailored support to its member and partner countries in scaling up their capacities to participate in and benefit from Article 6 in countries including Cambodia, Côte d’Ivoire, Dominican Republic, and Nepal.

OBJECTIVES OF THE ASSIGNMENT

  • The role of the Consultant will be to support the activities being carried out by the GGGI MATS project team, including assisting with interface and liaising with the Government of Nepal’s relevant stakeholders. Working under the direction of the MATS Project Manager and in close coordination with the GGGI Country Representative of Nepal and local MATS team, the Consultant will play a key role in supporting smooth implementation and action on the project deliverables. Providing direct support to the Government of Nepal in understanding Article 6 knowledge products and facilitating review and approval processes of Article 6 relevant decisions.

DELIVERABLES AND PAYMENT SCHEDULE

Acting as the project support for the MATS Nepal project team, activities of the Consultant shall include, but are not limited to:

  • facilitate and coordinate capacity building workshops with cross-ministerial attendance and external stakeholders as necessary under the direction of the MATS project cooperation
  • support  in analytical review of key decisions to be taken in close coordination with established bodies or mechanisms in the host country such as, but not limited to, Nepal’s NDC, emerging Article 6-related guidelines, and identification and assessment of potential mitigation activities 
  • support in the development, review and approval of documents and frameworks necessary for Article 6 engagement
  • ensure that communications relevant to the MATS project cooperation are shared with relevant national and international stakeholders
  • continuous assessment and identification of knowledge gaps, barriers or bottlenecks with viable solutions presented
  • monthly review of the project workplan and tracking of progress providing recommendations
  • review translation from English to Nepalese languages and vice versa
  • Prospecting new possible mitigation activities that may fit the requirements of the MATS program
  • Support in developing technical briefings, memos, and/or reports explaining MATS, Article 6, and the potential A6 transactions taking place under MATS
  • Support with organizing MATS-related meetings, workshops, roundtables, and/or site visits in Nepal
  • General research and some basic translation support
  • Daily rate range for the consultancy is from USD 40 to USD 80, depending on candidate’s credentials.
  • GGGI shall pay the Consultant on a monthly basis for the actual number of days worked in a calendar month according to the terms and conditions of the Contract and upon certification by GGGI that the services have been satisfactorily performed. The Consultant shall submit a monthly invoice to GGGI at the beginning of each month for the days worked in the previous month using the template provided.

QUALIFICATIONS

  • Bachelor’s degree in environmental economics or policy, development, environmental law, international business, or other related disciplines related to green growth, sustainable development in energy, waste management or sustainable transport; Master’s degree an advantage
  • At least 4 years of relevant experience with a public or private sector organization. Master’s degree with studies in related fields may be considered in lieu of lack of required experience.
  • A genuine interest in the developing international carbon market space is a must.
  • Understanding of government and policy processes and climate action in Nepal is an advantage.
  • Basic understanding of carbon pricing initiatives (REDD+, CDM, JCM, others) is an advantage
  • Experience in developing presentations, reports and other documentation.
  • Ability to review, synthesize information and produce high quality reports
  • Ability to establish priorities in a time-sensitive environment and meet deadlines with strong attention to detail.
  • Excellent communication, presentation and writing skills.
  • An excellent command of spoken and written English and Nepalese.
