CARE Türkiye is seeking highly skilled Gender in Emergencies (GiE) consultants willing to work with CARE for a long-term basis under a “Consultancy Framework Agreement.” The Consultancy Framework Agreement is an arrangement that permits CARE to retain one or more qualified individual consultants for multiple consultancy assignments within a 24-month period. After a competitive procurement process, one or several consultants will be recruited to the Framework Agreement under a generic Terms of Reference (See TOR below) that broadly defines the nature and scope of services required for the duration of the GiE Consultant Framework Agreement. The criteria for selection are predicated on the below points:

1. These consultants would be required to respond to potential consultancies within five working days – either to express interest or disinterest – and to deploy when CARE’s organization needs demand in the Türkiye and North West Syria regions that fall under CARE’s regional model.

2. These consultants would be required for short-term (1-4 weeks) and medium-term (5-16 weeks) deployments full time, part time or hourly, depending on specific needs.

3. These consultants will be hired under the Framework Agreement for the period of 24 months initially, which could be extendable.

Terms of Reference

Overview
CARE Türkiye is committed to advancing gender equality and the empowerment of women and girls through humanitarian action. Humanitarian response has the potential to increase and reinforce, or reduce, existing gender inequalities. Consequently, CARE Türkiye is looking for an individual consultant, team of consultants or firm experienced Gender in Emergencies Specialist to lead on advancing efforts to meet the needs of people of all genders, ages and abilities through applying a gender equality approach to humanitarian action.
CARE Türkiye has two main programs: one implemented inside Türkiye and the second one inside the NW Syria. Both programs are multisectoral: within NW Syria program the focus is on Food Security and Emergency Response (including large scale cash distributions), WASH and Shelter, Livelihoods and Early Recovery, Protection and SRH, while within CARE Türkiye Program the focus is on Women Economic Empowerment, Food Security and Resilience, Protection and Legal, as well as Earthquake Emergency Response.
Under the supervision of the Director for Program Quality (DPQ), the GiE specialist will focus on advancing the four key pillars under CARE’s GiE work across CARE Türkiye programming (both inside NWS and in Türkiye), including minimum commitments for technical sectors (such as Gender and Protection mainstreaming), Life free from violence (focusing on GBV risk mitigation in emergencies), Women Lead in Emergencies, and supporting the implementation a Rapid Gender Analysis, if such takes place during the consultancy period.

Responsibilities:

The specific objectives below describe the overall scope of work for possible assignments under the GiE Consultancy Pool. The overall scope of work below serves as an “umbrella” of possible future assignments brought to the GiE Consultancy Pool. Consultants are expected to touch on one or more of the relevant sub-categories included in the Consultancy Pool. The list below describes the overall scope of work that is inclusive of all future assignments. The duration of each assignment depends on the assignment’s nature and the project timeline the assignment is associated with.

1)Consultancy scope

1.Ensures sectoral commitments on gender and protection mainstreaming and GBV risk mitigation are in place and are being implemented

Ensures all program and partner teams have good understanding of sectoral gender and protection mainstreaming commitments and ability to implement relevant actions

Works with XB and TP teams to develop action plans for gender and protection mainstreaming

Work closely with PM on identifying technical support needs and lead on developing or reviewing guidelines and training materials in relation to gender in emergencies, gender equality etc.

Ensures quarterly reviews of those plans and of implemented actions

Ensures CARE Türkiye is following CARE’s global framework for addressing GBV in emergencies

Ensure adherence to international GBV standards, including the IASC GBV Guidelines, and other do no harm, safeguarding, and protection principles.

Provide training and other technical support to CARE staff and partners particularly on GBV risk mitigation (inc. GBV core concepts, handling disclosure and safe referrals)

2. Contributes to strategy development/updates and program design

Supports the development of and provides input into high-level strategy and conversations around approach, implementation, priorities, resources needed, for GiE programming.

Contributes to program design and response plans in an integrated and holistic way to support medium to long-term efforts to assist women and girls in collaboration with team lead and other technical experts within CARE

Contributes to the development of concept notes, Proposals for fundraising efforts and reporting

3.Facilitates advancing women’s voice and leadership in humanitarian action

Works with program and PQ teams to advance women role in community consultation and programmatic design

Ensures women’s needs and feedback are at the center of CARE Türkiye programmatic and strategic decision making

In collaboration with Program managers, develops strategy for CARE Türkiye engagement with WLOs, WROs, women groups and networks and follows up on its implementation

Ensures CARE Türkiye enables and amplifies voices of its female staff members and creates female friendly and gender empowering work environment

4. Coordinates Rapid Gender Analysis based on learning from previous exercises led by the CO

Develops RGA TOR

Coordinates resources and appropriately plans and liaises with relevant focal points

Reviews methodology and tools to ensure they are context relevant

Supervises report writing and reviews the final product

2) Level of Effort of the consultancy

The Gender in Emergencies Consultant will be home based formally reporting to CO PQ Director. The consultant will also work in close collaboration with Regional Protection and Gender in Emergencies Advisor.

Specific monthly workplans will be developed and agreed within the scope of above listed objectives.

The LoE will be charged based on the actual working days.
During the time of the assignment the Consultant might visit Gaziantep. The exact timing and length of the visit is still to be agreed. CARE Türkiye will cover respective travel and accommodation costs.

3) Profile
Essential:

Master’s Degree in Gender Studies, Social Work, International Relations, Conflict transformation, Development studies, or related discipline.

Eight to ten years of experience working on gender and protection programmes in humanitarian contexts, including experience of field-level management of complex humanitarian response and resilience programs; and all phases of the project/program cycle.

Strong knowledge of CARE’s Gender in Emergencies approaches and tools, including Rapid Gender Analysis, WLiE, gender mainstreaming, GBViE.

Extensive experience in mainstreaming gender, use of gender analysis tools and other approaches.

Proven experience of successful capacity-building of humanitarian field staff and partners on gender and protection concepts, theory and practice.

Ability to organize and facilitate training sessions

Ability to develop capacity building frameworks and work plans

Strong communication skills, with excellent written and spoken English.

Ability to work in multi-cultural team.

Experience developing and implementing strategies and ToC
Desirable

Arabic and/or Turkish language skills
