Position Objective
The Independent Redress Mechanism (IRM) is an accountability mechanism of the GCF. The IRM responds to complaints by people who believe they have been adversely affected by GCF projects or programs. The IRM also accepts requests by developing countries for the reconsideration of proposals that were denied funding by the GCF Board. Additionally, the IRM has a mandate to provide advice to the Board on GCF’s operational policies and procedures, based on lessons learned from our cases. The Case Associate will report to the Compliance and Policy Lead of the Independent Redress Mechanism and will support the Advisory and Compliance Review functions of the IRM.
This involves, amongst others, supporting the handling and tracking the IRM’s complaints that cannot or could not be resolved through IRM’s dispute resolution mechanism. This includes capturing of all relevant data in the Case Management System (CMS), engaging in substantive communications with the parties involved in the IRM’s complaints, supporting the Compliance and Policy Lead with compliance appraisals when necessary, and producing reports and managing logistics in relation to compliance investigation.
The Case Associate also assists the Compliance and Policy Lead with the communications, logistics, and preparation of materials for policy initiatives and advisories issued by the IRM for, with a particular emphasis on case-related lessons learned or output documents. The Case Associate works collaboratively with Procurement and Human Resources (HR), as well as the Head of the IRM and the Compliance and Policy Lead, to ensure that the IRM deploys the necessary resources to conduct compliance review and investigation of complaints.
Duties and Responsibilities
- Provide efficient and timely assistance to the Compliance and Policy Lead in compliance review and investigation of complaints and in building the capacity of grievance redress mechanisms of the GCF’s Direct Access Entities.
- Exercise fair and impartial judgment in making procedural and substantive recommendations regarding the compliance processes of the IRM.
- Maintain the Case Management System (CMS) in relation to the IRM’s compliance cases, in coordination with the Registrar.
- Maintain and monitor communication between the IRM compliance team and the parties and stakeholders involved in a specific case as necessary.
- If needed, coordinate closely with consultants, including supporting on any procedural matter s.
- Closely coordinate with the Communications Officer to ensure effective communication regarding the IRM’s complaints undergoing review or investigation.
- Engage with independent accountability mechanisms of other international financial institutions to share and learn lessons, as required.
- Communicate with grievance redress mechanisms of the GCF’s Accredited entities and Direct Access Entities to help build their capacity.
- Provide support on compliance review and investigation cases by supporting the contracting of consultants, drafting case budgets, arranging mission trips, etc.
- Administer, foster, and maintain an up-to-date CMS and case register in relation to the IRM’s compliance review and investigation cases and ensure all relevant and important information is saved in the CMS in line with internal procedures.
- Assist the Compliance and Policy Lead in producing advisory notes based on the compliance review and investigation cases of the IRM or other independent accountability mechanisms.
- Closely coordinate with the Registrar and Case Officer to manage the case register and the CMS accurately and efficiently.
- Assist in the drafting of reports, publications and other communications products relevant to the IRM’s compliance review and investigation cases.
- Conduct and provide in-depth research and data analysis that include information retrieved from accessible internal and external sources, summary information on the request/complaint, detailed information regarding the parties to the request, contextual analysis including local, cultural and other conditions relating to the case.
- Present on the compliance review and investigation functions and processes of the IRM in outreach and other relevant events.
- Organize and prepare events and trainings related to the capacity building function of the IRM.
- Draft meeting minutes or other records of proceedings.
- Assist the Compliance and Policy Lead in designing compliance review and investigation processes.
Requirements
- Master’s degree in law, social sciences, human rights, public policy or a related field;
- Minimum of 2 years of relevant work experience is required;
- Experience working with, or detailed knowledge of, social and environmental accountability mechanisms would be an advantage;
- Experience working in an international environment;
- Experience in organizing trainings;
- Good knowledge of the MS office package is required, and experience in working with databases is desirable;
- Experience working with confidential and sensitive information is valued.
- Good understanding environmental and social safeguards framework of the GCF and/or other multilateral organizations;
- Excellent English drafting skills;
- Strong analytical skills and problem-solving abilities;
- Strong organizational skills coupled with the ability to translate complex rules and procedures into practical actions and applications;
- Ability to deal with large volumes of work under time pressure with a high level of accuracy and attention to detail;
- Ability to organize his/her work, set priorities, meet critical deadlines, and follow up on assignments in a pro-active manner;
- Strong teamwork and interpersonal skills and highly developed cultural sensitivity in communicating with all levels of staff and external clients, both orally and in writing;
- Ability to work independently and as part of a team;
