Position Summary

The Case Manager will be based in Baghdad with potential travels to all Iraq. The Case Manager will work under the administrative supervision of the Project Manager (PM) and the technical supervision of the MHPSS/CM TA. Case Manager is responsible for providing comprehensive support to survivors of human trafficking, with a focus on individual case management. This role involves technical implementation support, clinical assessment, and coordination of services for survivors, as well as administrative and communication tasks to ensure the smooth operation of the project. The worker will ensure participant-centered services are provided, ensuring proper safety planning and referrals are provided when needed. The worker will assist with program implementation, ensuring that CM activities will be implemented in top-notch technical standards, in line with the project work plan, and under HAI and the donor’s standards and requirements.

 

Essential Duties and Responsibilities

        I.            Project Technical Implementation Support [80%]:

·       Identify and Assess Cases: Regularly visit Shelters centers in Iraq and HAI Organization of Assignment, as well as the community, to identify human trafficking survivors. Accept referrals from other agencies and community partners.

·       Technical and Clinical Support: Provide technical and clinical support and supervision to partners involved in the case management process.

·       Initial Assessments: Conduct rapid assessments for individual cases, prioritizing them according to risk level. Perform psychosocial assessments that consider environmental, emotional, behavioral, and social factors, as well as the resources and strengths that affect the survivor’s well-being.

·       Develop Case Plans: Create case plans that address the needs identified in initial and comprehensive assessments. Seek support from supervisors when necessary and conduct home visits to assess living conditions with the client’s informed consent.

·       Follow-Up: Regularly follow up to ensure all services and action points listed in the case plan are carried out within agreed time frames.

·       Case Plan Progress: Ensure that case plan progress is regularly reviewed and updated as needed.

·       Monitoring and Support: Regularly monitor and support survivors through guidance, advice, emotional support, and referrals to services.

·       Multidisciplinary Support: Work with supervisors and managers to arrange case meetings for complex cases, especially those involving children, to ensure they receive multidisciplinary support.

·       Standard Procedures: Manage cases under existing standard operating procedures (SOPs). Adhere to standard documentation processes and follow best practice guidance.

·       Data Documentation: Regularly document cases using case notes and other agreed-upon forms. Update databases to maintain a comprehensive record of each case. Ensure that data collection and storage respect data protection protocols and confidentiality principles.

·       Advocacy: Advocate with different institutions and service providers to help clients access needed resources and services. Ensure good coordination with relevant service providers.

·       Educational Activities: Implement and ensure proper follow-up of educational activities and community events for the benefit of children, their families, and the community in collaboration with local stakeholders (NGOs, National Society).

·       Outcome Monitoring: Monitor and follow up on the outcomes of the assistance provided to survivors.

·       Basic Emotional Support: Provide basic emotional support for urgent cases as needed.

·       Meetings and Trainings: Be available to participate in meetings and trainings, including case management meetings, case conferences, or any other meetings required by the Technical Advisor of MHPSS / CM and/or Project Manager.

·       Confidentiality: Ensure the high confidentiality of information, maintain up-to-date documents, including processes and verification.

 

Project Administrative Implementation Support / Communication [20%]:

o   Reporting: Submit regular reports to the project manager and the MHPSS/CM Technical Advisor about case management activities. Assist in the development of monthly and other periodic reports.

o   Feedback and Monitoring: Collect and document feedback from the field on the implementation of the methodology, including challenges and lessons learned. Regularly monitor the needs of targeted populations and ensure the technical appropriateness of the response. Support and coordinate the mapping of resources and referral options useful to respond to needs at different levels.

o   Internal Coordination: Collaborate closely with project teams within HAI to ensure that resources are available for case management activities in a timely manner. This includes internal referral pathways, joint assessments, and collaboration in the field.

o   Compliance: Ensure compliance with HAI policies and protocols of confidentiality, respect, and safety.

o   Multidisciplinary Team: Work as part of a multidisciplinary team alongside lawyers, social workers, and other case management teams.

 

 

 Visit field: This role may require up to 90% travel to various project locations or travel to the governorates of the Kurdistan Region.

 

Other duties, as assigned by PM and the Technical Advisor of MHPSS / CM required by the interest of the project within the framework of the duties of the position.

 

Languages

English Proficiency Level Required: Advanced

Arabic Proficiency Level Required: Advanced

Kurdish Proficiency Level Required: Intermediate

Qualifications & Preferred Skills

·       University degree in Psychology, Social Work, Counseling, or related mental health discipline;

·       Previous experience with international or local NGOs;

·       Experience in direct PSS service provision and working directly with humanitarian beneficiaries;

·       Experience providing Case management activities, including peer support groups, to survivors of torture and war violence strongly preferred.

·       Able to handle confidential and sensitive information;

·       Excellent communication skills;

·       Strong interpersonal and intercultural skills;

·       Excellent negotiation and relationship management skills, with the ability to proactively problem solve and find solutions;

·       Demonstrates initiative and is comfortable working in a group, as well as independently;

·       A demonstrated commitment to high professional ethical standards and humanitarian values;

·       A strong commitment to human rights and to international standards relating to human rights, including gender equality and child protection;

·       Proven ability to calmly, professionally, and successfully manage multiple priorities;

·       Knowledge and understanding of Monitoring and Evaluation concepts;

·       Experience with Windows platform, including Word, PowerPoint, Excel, etc.;

·       Ability to reside in all Iraq

o   Experience providing psychiatric services to survivors of torture and/or war violence strongly preferred.

o   Previous experience with international or local NGOs preferred.

o   Experience working on an interdisciplinary team.

o   Strong interpersonal and intercultural skills.

o   A demonstrated commitment to human rights, high professional ethical standards and humanitarian values.

o   Knowledge and understanding of Monitoring and Evaluation concepts.

o   Ability to reside in Baghdad and travel within the all Iraq.
