Founded in 1994, TGH is a French association for international solidarity based in Lyon. It designs and implements emergency, rehabilitation and development programmes in the fields of water, hygiene and sanitation, food security and rural development, socio-education and psychosocial support. TGH is currently active in 10 countries in Africa, Europe and Asia.
Context
TGH has a long-standing presence in Sudan: first implementing a multi-sectoral program targeting displaced people and host communities in Geneina (West Darfur) in 2004, it extended its presence to Central Darfur (Bindizi and Um Dukhun) in 2005 and 2006 respectively. Since then, TGH has maintained a continuous presence in both states, despite an increasingly complex context, and has also intervened in Khartoum, Gedaref State, Al-Jazeera State, and South Kordofan.
Since the outbreak of the current Sudan conflict in April 2023, creating the largest displacement population in the world at current time, TGH has developed multi-sectoral projects in consortium with other international NGOs to meet the needs of crisis-affected populations in Darfur, Khartoum and Jazeera states. TGH has more than 50 national staff in the field, and is recruiting more, based in Golo, Um Dukhun, Bendasi, Zalingei (Central Darfur), Geneina & Foro Baranga (West Darfur), Wad Medani, (Jazeera), and its coordination office in Port Sudan. It has approximately 10 expats (based in Chad & Sudan depending on Sudan visa availability).
TGH’s extensive and long-standing presence in Sudan, in particular in West and Central Darfur, enables us to understand the context and the evolution of humanitarian needs and to deliver life-saving humanitarian assistance where it is needed the most. In particular, in this emergency context, TGH wishes to strengthen and scale up its cash-based programming, including unconditional food assistance through cash-based transfers (cash & vouchers).
TGH’s Sudan donor base includes ECHO, BHA, CDSC, and SHF.
Job description
TGH is currently increasing its caseload under Cash and Voucher Assistance (CVA) interventions and is looking to deploy a robust approach and methodologies to ensure the best services to the beneficiaries while being consistent with international and national standards and practices.
Under the management of the Head of Programs and in close collaboration with HQ Technical Advisor, the Cash and Market Project Manager will provide strategic direction and vision for the CVA programme in Sudan and will manage the operational team in charge of the CVA activities under several projects.
She/he will ensure TGH’s CVA deployment in Sudan in accordance with international and national standards, will provide technical support and capacity development to TGH’s programme team, and will ensure TGH representation at cash coordination platforms and meetings and collaborative relationships with all key actors.
More specifically the Cash and Market Project Manager will be in charge of:
Setting up and supporting of the cash and market activities
In collaboration with TGH’s programme team (Head of Programs and Project Managers):
- Provide technical support to the development and implementation of the CVA delivery system.
- Ensure project team and partner staff use the appropriate systems and tools to ensure relevance, efficiency and quality of programming, when relevant.
- Support capacity strengthening initiatives in CVA for staff and partners through helping develop learning and training strategies and agendas/curriculums, conducting trainings and workshops, and coaching.
- In cooperation with MEAL team, develop and regularly update the MEAL plan related to CVA, ensure the CVA activities learning informed by findings of needs assessment, surveys, and monitoring activities.
- Gather lessons learned for the projects and put together case studies to inform future programming and strategic directions.
- Help identify, assess, and strengthen partnerships relevant to CVA, including Financial Service Providers.
- Ensure an adequate understanding and compliance with global CVA terminology and quality standards in project cycle management.
- Map the needs in collection and analysis of data, and present findings in market analysis reports including market functionality, capacity and volatility, and people’s safe access to markets.
- Make recommendations on ways to innovate and promote the uptake of appropriate technologies to deliver CVA more efficiently.
- Support Program teams on how to carry out specific market assessments.
Project Development, Management and Reporting
- Participate in all aspects of TGH’s CVA activities under ECHO and BHA funding, including Activities Planning, Implementation and Monitoring, Team Supervision, Procurement, Financial Monitoring, Knowledge Management and Donor Reports.
- Ensure proper programming, planning, implementation, supervision, monitoring, evaluation and learning of all project activities, in compliance with project proposals, donors’ requirements and TGH best practices ;
- Propose relevant adaptations to TGH implementation strategy as needed, in close consultation with all relevant stakeholders, in compliance with TGH regulations and donors’ requirements. This implies regular consolidation of information, data and analysis from various sources and suggestions/propositions for new/revised interventions ;
- Participate in proposal writing and development of the mission
- Participate in activity monitoring, data collection and information management from field teams to consolidate Information Management and Monthly Reports, including project monthly follow-up tools ;
- Engage with Field Teams and HoP on regular analysis of project progress, achievements and changes, including technical challenges, potential risks and proposed solutions or mitigation measures, with findings and recommendations to Country Director;
- Develop project reports to donors, including on projects that are currently suspended and will need to be finalize within the same project period and area;
- Plan and supervise Project Technical Review, Evaluation and Baseline/Endline Surveys and Technical Studies ;
- Support as much as possible local partners in project implementation and documentation
Human Resource Management
- Participate actively in recruitment process, in coordination with the Field Coordinators, the HR Coordinator and the Country Director ;
- Ensure HR Evaluation Performance of programme staff on a regularly basis, in coordination with the Field Coordinators.
Finance, Logistics and Administration
- Supervise financial monitoring of the assigned project, in particular for activities carried out by local partners
- Supervise and support logistics and administrative tasks related to the CVA project under ECHO and BHA funding, in particular for activities carried out by local partners in coordination with Support Services staff and in compliance with TGH procedures and donors requirements ;
- Prepare and update procurement plans and other logistics requests to Administrative & Logistics Manager
- Report to the Country Director or HoP any breach (or potential breach) in TGH procurement or financial procedures, as well as any (suspected) act of fraud, corruption or bribery ;
- Monitor the cost-efficiency of project performance and recommend relevant and suitable improvements.
Coordination
- Represent TGH with beneficiaries, donors, authorities and other stakeholders regarding cash-based programming, as delegated by the Country Director or HoP ;
- Liaise with Sudan Government’s authorities as needed regarding project activities, in close coordination with Country Director, HoP and Field Coordinators;
- Attend and actively participate in TGH Team Planning & Coordination Meetings ;
- Organize regular meetings with local partners and report to HoP ;
- Be proactively engaged in regular Clusters and Working Groups meetings related to the scope of the project;
- Supervise the completion of monthly, quarterly, or annual updates requests from various Clusters ;
- Advise the MEAL Manager in developing strategy and materials specific to the CVA project and provide support on the implementation of this tools.
- Ensure consistency at Sudan level for all TGH’s CVA interventions.
- Participate and contribute to the Cash Technical Working Group and cluster meetings, ensuring TGH’s visibility.
- Contribute to CVA technical discussions with TGH’s implementation partners’ relevant staff (within consortiums).
Security
- Contribute to monitoring of security evolution on a ongoing basis, ensuring any information on contextual changes in the areas of intervention and in stakeholders’ presence, attitudes and/or relationships are promptly reported to the mission’s security focal points.
Others
- Explore potential partnership opportunities with national and international NGOs or civil society organisations ;
- Observe confidentiality when performing all tasks mentioned above.
These responsibilities may be reviewed in line with changing needs in the field.

TGH applies a « zero tolerance » policy with regard to all misconduct affecting the professional credibility of its employees: TGH staff; partners (local or international) and service providers. This must be respected by the employee throughout the term of his contract, during and outside working hours. Security, working and living conditions
Working conditions in Geneina and other TGH areas of intervention in the Darfur region present risks that are known and controlled by TGH and other international NGOs operating there. The incumbent will be accommodated by TGH (guesthouse with basic standards, cold water, electricity). Telephone network and internet coverage are limited. Social life is limited for security reasons. The position involves travel to other locations within Darfur.
The conditions in N’Djamena are comfortable with most modern conveniences.
Expériences / Formation
- Master’s Degree in humanitarian assistance, social policy, economics or related field required, or equivalent in relevant experience.
- Minimum of three years relevant work experience with progressive responsibilities, ideally with an international NGO, with minimum of two years relevant field-based experience in cash and market-based programming, including in displacement, refugee and/or conflict-related emergencies.
- Expertise in designing, implementing and managing cash & markets interventions throughout the project cycle, especially in conflict/refugee/ IDP/ displacement contexts.
- Fluency in spoken and written English, Arabic and/or French an asset.
- General knowledge of other related disciplines to ensure proper cross-sectoral approach.
- Experience and skills in networking and relations with donors, peer organizations, and civil society partners. Understanding of partnership principles.

Salaire
Location: Geneina (Sudan) – with possible temporary duty station based in N’djamena
Duration: 6 months renewable, from March 2024 – pending validation of funding from the donor
Conditions: Salaried contract, gross monthly salary €1 957 to €2 678, according to experience, monthly per diem €600, medical coverage of 100% + repatriation insurance + provident fund, accommodation, international and local transportation as part of the mission. No family duty station.
