Introduction

The Swedish Civil Contingencies Agency (MSB) recruits committed and skilled experts for our humanitarian, resilience and peace support operations worldwide on a daily basis. We have great experience on working together and strengthening other organisations, for example other civil protection agencies to prevent and prepare for crisis, conflicts or other disasters. MSB has actively supported Ukrainian and multilateral partners with expertise, capacity development and materials already before Russia’s full-scale invasion of the country. MSB is now planning for a multi-year capacity development partnership in line with Swedish priorities aiming to increase Ukraine’s resilience and capability to reduce and manage consequences of emergencies and war.

MSB is looking for a CBRN facilitator training and exercises for one of the project components focusing on developing a long- term partnership with the State Emergency Service of Ukraine (SESU), acting as the main civil protection agency in Ukraine. One initial identified areas for collaboration lie within support to development of the rescue service with a specific focus on CBRN capabilities.

This is a homebased position with frequent travels to Kyiv, Ukraine. It’s a fixed-term position during the projects first six months inception phase with an estimated working period of 35 days (can be adjusted slightly upwards). For this position it is required that you are resident in Sweden and obtain a Swedish work permit.

Vi har stor erfarenhet av att arbeta tillsammans och stärka andra organisationer som t.ex. andra civilskyddsmyndigheter vid kriser, konflikter eller andra katastrofer. MSB har aktivt stöttat ukrainska och andra parter med expertis, kapacitetsutveckling och material redan före Rysslands fullskaliga invasion av landet. MSB planerar nu för ett flerårigt samarbete för kapacitetsutveckling i linje med svenska prioriteringar som syftar till att öka Ukrainas motståndskraft och förmåga att minska och hantera konsekvenserna av kriser och krig.

MSB söker nu en CBRN facilitator för utbildning och övning till en del av projektet med fokus på att utveckla ett långsiktigt partnerskap med Ukrainas räddningstjänst (SESU), som hanterar merparten av räddningstjänsten i Ukraina. Ett av de samarbetsområden vi initialt identifierat gäller stöd till utveckling av räddningstjänst med särskilt fokus på CBRN-kapacitet.

Tjänsten är hemmabaserad med frekventa resor till Kiev, Ukraina. Det är en visstidsanställning under projektets första sex månaders inledningsfas med en beräknad arbetsperiod på 35 dagar (kan justeras något uppåt). För denna tjänst krävs att du är bosatt i Sverige och har ett svenskt arbetstillstånd.

Duties

The CBRN facilitator training and exercise plays a key role for the strengthening of SESU capacities focusing on CBRN aspects of the rescue services tasks. You will lead the design process for training and exercise activities conducted within the project.

Expected work assignments are:
– Support the development of CBRN and training capacities through development, implementation and monitoring of training and exercise activities
– Lead the design and planning of learning activities in close cooperation with SESU.
– Ensure alignment with relevant SESU training standards etc.
– Ensure monitoring and evaluation on fulfilment of learning objectives
– Coordinate with partner organisation and MSB project’s staff
– Contribute to the development of the project’s implementation plan
– Consolidate documentation and reporting from project activities
– Contribute to identifying and communicating relevant learnings from the Ukraine experience back to MSB.
– Ensure that cross-cutting perspectives such as gender equality, human rights and environment are integrated into the activities
– Other work assignments might be discussed as/if required.

Qualifications

Experience

– At least 5 years of work experience in the fields of training and CBRN
– Experience in planning, development, facilitation and evaluation of training activities
– Knowledge of operational CBRN response methods and techniques

Merits:
– Experience of capacity development projects
– Expertise in design and development of digital learning courses
– Design and implementation of exercise components for CBRN capacities
– Understanding of integrating of cross-cutting issues, such as gender equality, human rights and environmental perspectives into CBRN work
– Working experience in Ukraine or the nearby region

Education

– Minimum a Bachelor degree in chemistry, biology, physics, engineering, or a related field. Or work experience that can be considered equivalent
– Specific courses in training design, development and evaluation are meriting

Driving license class B is mandatory.

Languages

Proficiency written and spoken English is a mandatory requirement.
Ukrainian and/or Russian is desirable.

Other requirements

We are looking for persons with a strong commitment towards international cooperations. It is of utmost priority that you understand, respect and act in the spirit of the mandate and core values of the MSB. Before a registration on MSB’s roster, you need to fill in a self-assessed health declaration. If recruited for an international mission, you also need to undergo a health examination before departure. You must inform your regular employer of your potential assignment with the MSB. MSB operations are based on the needs of populations affected by crisis, and human equality. Contractual conditions

Working with the MSB on international operations means that you are temporarily employed by the MSB. The MSB pays salary as well as a comprehensive allowances and benefits package to field staff on international operations, ranging from free home leave travel to access to psychosocial support. In addition, participants on induction training and relevant specialist training courses receive remuneration from the MSB.
If selected for this position an evaluation will be done after the mission. The evaluation can result in an offer to be registered on the MSB roster. When you are registered on the MSB roster you can continuously receive interesting international job opportunities and invitations to stimulating and valuable trainings and exercises.
A registration on MSB roster is valid for three years. After this period your registration will be evaluated and you may be offered an extended registration. After being registered on the roster you need to conduct the MSB induction training and any specialist training courses required.
You’ll be employed one year at a time and before an extension of your employment we will perform an evaluation between Project Management, HR and you.
