Result of Service
The CCAC National Project Coordinator for Liberia will be responsible for providing support to the CCAC Focal Point at the Environmental Protection Agency to support Liberia’s SLCP agenda and to ensure that the CCAC supported projects are completed within timeline and in line with Liberia’s needs and priorities. All deliverables are to be validated by the CCAC Focal Point at the Environmental Protection Agency.

Duties and Responsibilities
The Climate and Clean Air Coalition (CCAC) is a partnership of governments, intergovernmental organizations, and representatives of the private sector, the environmental community, and other members of civil society.
The CCAC is the only international initiative working on integrated climate and clean air solutions to reduce the rate of near-term warming. It focuses on fast actions to reduce emissions of short-lived climate pollutants (SLCPs) including methane, black carbon, HFCs and tropospheric ozone.

Liberia joined the CCAC in 2014 to step up its ambition to combat short-lived climate pollutants (SLCPs), especially in the waste, household energy and cooling sectors.

With support from the CCAC, Liberia is looking to reverse these trends with actions to address the country’s main SLCP emission sources of the country, household energy, transport, and waste. The Environmental Protection Agency has completed an integrated air pollution and climate change emission inventory.

In its revised nationally determined contribution, Liberia set a target to reduce economy-wide greenhouse gas emissions by 64% below the business-as-usual scenario by 2030, divided into unconditional reductions of 10% and 54% of additional reductions conditional upon international support. A National Climate Change Steering Committee has been identified to coordinate and supervise the implementation of climate change policy and related activities. The NDC identifies nine key mitigation sectors, namely: agriculture, forests, costal zones, fisheries, health, transport, industry, energy and waste, as well as a cross-cutting target for urban green corridors.

The Environmental Protection Agency has requested CCAC to develop a National Methane Roadmap that informs the implementation of its NDC. This project has been launched in November 2023. The CCAC has also approved a project to develop a waste sector strategy that reduces black carbon emissions from open burning in Liberia. The project is expected to commence in 2024.

The CCAC is therefore seeking a National Project Coordinator to strengthen the capacity of the Environmental Protection Agency for national SLCP mitigation planning, policies and implementation and more specifically the delivery of a National Methane Roadmap and development of a black carbon strategy.

The CCAC National Project Coordinator will sit at the Environmental Protection Agency. S/he will work in close collaboration with the CCAC Secretariat team and focal points at the Agency to coordinate the implementation of CCAC projects in Liberia and will liaise with implementing partners to enhance awareness on SLCPs. The CCAC supported projects include (the list can be extended):

• LR-22-001 – Liberia – Deliver National Methane Roadmap
• LR-23-001- Develop a Waste Sector Strategy that reduces emissions of black carbon from open-burning.

Objectives:

The CCAC National Project Coordinator under the coordination of the CCAC Focal Point will support:
• The implementation of SLCP mitigation projects in Liberia within timeline and in line with Liberia’s needs and priorities.
• National awareness raising efforts on SLCPs.
• Inter-institutional coordination on SLCP mitigation efforts.
• Identification and engagement of SLCP support mechanisms.
• Engagement of Liberia in the CCAC.

Output expectations:

1)
• Contribute to participation and buy-in from across government to implement CCAC supported SLCP activities, including endorsement at high political level.
• Engage sub-national governments, and civil society in CCAC partner country.
• Coordinate all CCAC activities in Liberia in collaboration with the CCAC Focal Point
within the Environmental Protection Agency.
• Assist CCAC Focal Point in all aspects of coordinating national SLCP planning, policy and implementation efforts.

• Coordinate all elements of LR-22-001 – Liberia – Deliver National Methane Roadmap and LR-23-001- Develop a Waste Sector Strategy that reduces emissions of black carbon from open-burning. That includes effective coordination with relevant departments within the Environmental Protection Agency and relevant government agencies, and all project partners, including NGOs.
• Facilitate support to the CCAC project implementers, including support for the organization of training activities, gathering of data and contacts.

3)
• Submit SLCP mitigation proposals to relevant funding mechanisms (e.g., Technical Expert Assistance, Country requests via the annual CCAC expression of interest process, other relevant national and international funding mechanisms etc.)
• Assist and advise the project focal points at national level.

4)
• Develop a country analysis for Liberia and present it to the CCAC team.
• Update monthly on new developments, important news and upcoming national events in the country.

5)
• Participate at high political level in SLCP relevant events.
• Present at CCAC online and in-person events and meetings (especially the relevant CCAC Hubs), especially to showcase country’s successes as well as to detail any challenges or requests for assistance.
• Ensure Liberia is an active CCAC State Partner and is leveraging benefits from the CCAC partnership (e.g., best practices shared, technical assistance, funding, bilateral partnerships, etc).
• Add updated partner profile for CCAC website.

6)
• Collaborate with CCAC from across national government departments.
• Identify new opportunities for engagement with the CCAC.
• Other ad hoc outputs as agreed.
Qualifications/special skills
• Master’s degree or an equivalent qualification in a subject related to environmental management/science, economics, health, project management, finance, administration, or in a relevant field.
• At least 7 years of professional experience working in a field relevant to environmental management/science, climate change, economics, health, project management, finance, administration.
• Demonstrated ability to provide technical assistance to governments and other stakeholders is required.
• Ability to work effectively with multiple stakeholder groups including national governments is required.
• Excellent communication skills (written and oral presentations) are required.
• Knowledge of the national policies in climate change mitigation and air pollution is required.
• A good understanding of short-lived climate pollutants, climate change and air pollution issues in Liberia is desirable.
• Ability to work with advanced formulas in Excel spreadsheet is desirable.
Languages
• Fluency in English (written and spoken) is required.
