The CCAC Secretariat, hosted by UNEP, is seeking support for the development and management of CCAC-funded climate and clean air projects, primarily in developing countries. As projects are implemented by CCAC partner organizations (mostly NGOs and IGOs), this role’s responsibilities largely relate to overseeing a portfolio of projects (around 20) within a framework akin to grant management. The CCAC funding process is split into four phases:
- design – generating calls for proposals from country requests and sectoral priorities, plus the accompanying approval process
- development – development full implementation plans and budgets (IPBs) with selected implementer, plus finalizing contracts
- implementation – ensuring projects stay on track, are monitored, and connected to the CCAC’s work overall
- closure – ensuring projects deliver against the outputs and outcomes in their IPBs, etc.
The selected candidate’s role is focused on phases 2-4. S/he will also proactively ensure that project outputs and outcomes are aligned with and contribute to the CCAC’s strategic objectives, e.g. sharing progress through CCAC sector-focused Hubs (stakeholder networks for sector experts), coordinating with the CCAC country engagement team to align project outcomes to government needs and priorities, and promoting project milestones with the CCAC communications team.
Duties and Responsibilities
The UNEP-convened Climate and Clean Air Coalition (CCAC) is a partnership of governments, intergovernmental organizations, and representatives of the private sector, the environmental community, and other members of civil society. The CCAC is the only international initiative working on integrated climate and clean air solutions to reduce the rate of near-term warming. It focuses on fast action to reduce emissions of short-lived climate pollutants (SLCPs) including methane, black carbon, HFCs and tropospheric ozone. More information about the Global Methane Pledge is here: www.globalmethanepledge.org The United Nations Environment Programme (UNEP) hosts the Secretariat at the Economy Division in Paris. A Project Management Specialist is needed to support the CCAC Secretariat’s development, coordination and management of CCAC-funded projects.
Responsibilities:
- Coordinating projects through 3 of the 4 phases, specifically development, implementation and closure.
- Developing and reviewing project schedules, scopes, budget estimations, and implementation plans.
- Coordinating internal resources and external implementers to ensure successful project execution.
- Measuring project performance and ensuring that project requirements are met, including quality assurance of project deliverables/outputs. 5. Establishing and ensuring relationships with and engagement of relevant stakeholders at country level.
- Creating and maintaining comprehensive project documentation, as well as liaising with CCAC communications team members on transparency of projects via CCAC website, etc.
- Driving the development of and documentation of best practices for project/grant management in the CCAC context.
- Internally, advising team members on good project development as well as project management practices.
- Connecting project progress, such as key outputs and successes, with other CCAC work streams.
- Other ad hoc duties as required.
Qualifications/special skills
- Advanced university degree in international development, project management or a related field is required.
- A minimum of 4 years of professional working experience in a project management role(s) is required.
- Good understanding and passion for addressing environmental issues such as climate change and air pollution (including in a developing country context) is required.
- Proven planning, project management and organisational skills is required.
- Advanced skills in Excel/spreadsheets and database management is required.
- Project management certification, such as PMP or PRINCE2, is an asset.
- A minimum of 2 years of experience in (or demonstrated experience in/knowledge of) at least one of the SLCP source sectors
- agriculture, cooling, household energy, fossil fuels, transport, waste
- would be an asset. – Strong skills in technology/software solutions, especially using Microsoft Office 365 tools (especially SharePoint) is an asset.
- Advanced Excel skills, including basic coding, is an asset.
Languages
- English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN language, such as Spanish and French, is an asset.
