The Senior Technical Coordinator will be responsible for supporting the Brazilian Ministry of Environment in the overall coordination of the preparation and delivery of the Brazil Plano Clima – Mitigation, comprising the National Mitigation Strategy and t seven Sectoral Mitigation Plans (Energy, Transport, Agriculture, Land Use Change, Cities, Industry and Waste), with an integrated air quality and climate change mitigation approach. In the first stage, she/he will support the government in reviewing the National Mitigation Strategy, which will include the tools and procedures for carbon budget calculation and allocation across the 7 sectors, and to be presented to CIM in the second quarter of 2024. In a second phase, she/he will be coordinate and supervise the work of specialists (to be hired) who will prepare the 7 sectorial mitigation plans with definition of specific measures for effectively implementing the sectoral carbon budgets and inform long-term planning towards the achievement of the Brazilian NDC and carbon neutrality target over the medium-term. The work also consists of articulating and consulting with various sectoral ministers and stakeholders (public, private, and civil society actors) and participating and making presentations in meetings/events. As a result of the elaboration of Brazilian National Climate Plan, it is also expected that the Brazilian actors (from different Ministries, but also municipalities, civil society, academia and private sector) will have their technical capacity increased so that the knowledge products generated (tools, methods, and procedures) are integrated into Brazil’s policies and procedures, supporting the future tracking and updating of the country’s NDC beyond 2030 targets.

Duties and Responsibilities
Convened by the United Nations Environment Programme (UNEP), the Climate and Clean Air Coalition (CCAC) is a partnership of governments, intergovernmental organizations, and representatives of the private sector, the environmental community, and other members of civil society. The CCAC is the only international initiative working on integrated climate and clean air solutions to reduce the rate of near-term warming. It focuses on fast action to reduce emissions of short-lived climate pollutants (SLCPs) including methane, black carbon, HFCs and tropospheric ozone. More information on the CCAC is available at: www.ccacoalition.org Brazil is a CCAC state partner having joined CCAC in 2023 and signed the Global Methane Pledge in 2021. The country has taken significant steps to reduce climate change including through planning and mitigation of SLCP. In recognition of the seriousness of the climate emergency, the government of Brazil is now committed to structuring a renewed and ambitious Nationally Determined Contribution (NDC). In comparison to the proposition presented at COP 21, Brazil aims to achieve a 48% reduction in greenhouse gas (GHG) emissions by 2025 and 53% GHG emissions reduction by 2030. In the context of its NDC revision, the country expects yet to undertake an integrated air pollution and climate change mitigation approach which provides a substantial opportunity to enhance its ambition. This means the integration of SLCPs, such as methane, HFCs and black carbon, alongside CO2 and other GHG emission, while articulating the co-benefits of SLCP reductions throughout different sectors that directly or indirectly influence their emissions or can leverage CO2 reduction. In September 2023, the Brazilian government restructured the Interministerial Committee on Climate Change – CIM, which will be an important locus for management, coordination, and articulation regarding the national climate policy. In addition to determining the correction of the Brazilian NDC to the levels of ambition that Brazil had initially proposed in 2015, the Committee established interministerial working groups to for the Brazilian carbon market (SBCE) and to update the law that established the National Policy on Climate Change – PNMC. The CIM also established a Resolution that mandates updating the National Plan on Climate Change – Plano Clima, establishing two interministerial working groups to coordinate the work, one on mitigation and the other on adaptation. Plano Clima will be the main instrument for implementing climate policy, thus consolidating the strategies and goals of the Federal Government to achieve the objectives of the PNMC and the goals of the Brazilian NDC. The new Climate Plan will cover the period between 2024 and 2035 and will have national and sectoral mitigation and adaptation targets for the years 2030 and 2035, simultaneously compatible with the objective of climate neutrality. The mitigation component is expected to be developed with CCAC support and include Short-Lived Climate Pollutants (SLCPs). The CCAC is therefore seeking a Senior National Technical Coordinator to support the Ministry of Environment of Brazil in the overall coordination and technical elaboration of the Plano Clima, comprising the National Mitigation Strategy and seven Sectoral Mitigation Plans. Output expectations: – Organize inputs for the elaboration of a final version the National Mitigation Strategy, particularly by incorporating the review inputs from the consultation processes in place. Identify and recommend areas where climate action ambition could be raised applying an air pollution and climate change mitigation approach – Collaborate closely with the CCAC technical team to offer technical recommendations for integrating SLCP considerations into the Climate Plan taking into account existing national policy processes, such as the development of SLCP planning and methane reduction roadmaps. – Engage in a validation process with the government and other relevant stakeholders to agree on an approach to reach an internal agreement of the sectoral carbon budget and respective responsibilities. Based on guidelines from the Mitigation Technical Group – technical body of the Brazilian Interministerial Committee (CIM): o Support the allocation of 6-years carbon budget from 2025 until 2030 and align it with a medium-term strategy for carbon neutrality. o Facilitate negotiations to allocate total carbon budget across the 8 sectors (Energy, Transport, Agriculture, Land Use Change, Cities, Industry, Mining and Waste) from 2025 to the neutrality of emissions based on the selected methodologies. – Coordinate the work of a team of sectoral experts responsible for drafting the 7 sector plans and cross-cutting plans (M&E and Finance) assisting their engagement with assigned governmental sector departments, providing technical guidance, reviewing texts, and guaranteeing coherence between the sectoral mitigation plans as well as with the National Mitigation Strategy and carbon neutrality over the medium-term. – Help to organize a consultation process of the content of the sectoral plans with relevant experts and stakeholders, including those related to SLCP. – Help to plan and organize the technical content of capacity-building workshops engaging all relevant stakeholders in the country in relevant areas, such as use of carbon budget, SLCP integration, NDCs elaboration; as well as other demands that the Brazilian government may request. – Provide technical inputs that establish connections between the climate plan and the tracking and updating of the NDCs when required – Keep direct contact with MMA, to ensure that the work effectively meet needs and expectations. – Keep contact and participate in coordination meetings with MMA, CCAC and other UNEP’s relevant divisions involved.
Qualifications/special skills
● Advanced university degree, master or equivalent in Environmental Sciences, Engineering or Management, Political Sciences, Economical Sciences, Social Sciences, Development Studies or relevant fields of study. ● A first-level university degree in combination with 7 additional years of qualifying experience may be accepted in lieu of the advanced university degree. ● A minimum of 10 years of practical experience in climate change policy development and environmental management in Brazil. ● Technical expertise working with the country’s Nationally Determined Contributions (NDCs), its UNFCCC country reports and processes, and Sustainable Development Goals (SDGs) is required. ● In-depth knowledge of the national plans, strategies, and policies related to climate change in Brazil is required. ● Proven ability to work under pressure, with tight deadlines is required. ● Proven experience in project coordination; staff supervision, and institutional articulation including at high political level. ● Experience with Brazil’s public sector institutions is an asset. ● Experience in climate finance is an asset. ● Experience with short-lived climate pollutants is an asset. Knowledge with integrated assessment models and climate mitigation scenarios is an asset. ● Knowledge with emissions policy simulation tools is an asset
