Result of Service
The CCAC SLCP technical consultant for Brazil will carry out technical activities aimed at supporting MMA and MAPA in enhancing the design, implementation, and monitoring of policies and strategies to mitigate short-lived climate pollutants (SLCPs) within key sectors, with a primary focus on air pollution, agriculture, and waste management. The consultant will be responsible for conducting research, as well as collecting, analysing, and harmonizing SLCP data across sectors. Cross-sectorial information should assist MMA in the development of integrated SLCP mitigation and clean air planning and contribute to sectorial policies to reduce SLCP such as MAPA and MMA goal to create methane roadmaps for the waste and agriculture sectors. Moreover he/she will develop awareness raising and capacity building technical materials, such as technical guidelines and background papers for SLCP events and meetings. The consultant will support dissemination of CCAC SLCP technical guidelines and tools in Brazil contributing to knowledge development. In coordination with the CCAC national coordinator, a major aspect of the work will consist of providing technical assistance during the implementation of current and future CCAC projects in Brazil, by reviewing technical deliverables and participating in meeting with implementing partners: AGR-22-001 – Brazil – Integrating methane mitigation into national agriculture strategies. BR-23-001- Brazil – Develop a National Short-lived Climate Pollutant Action Plan BR-23-002 – Brazil – Develop a methane mitigation strategy for urban and agricultural waste sectors. BR-23-003 – Brazil – Reducing methane emissions intensity from the livestock sector. BR-23-004 – Brazil – Develop a Vehicle Emissions Inspection Programme

Duties and Responsibilities
The Climate and Clean Air Coalition (CCAC) is a partnership of governments, intergovernmental organizations, and representatives of the private sector, the environmental community, and other members of civil society. The CCAC is the only international initiative working on integrated climate and clean air solutions to reduce the rate of near-term warming. It focuses on fast action to reduce emissions of short-lived climate pollutants (SLCPs) including methane, black carbon, HFCs and tropospheric ozone. More information on the CCAC is available at: www.ccacoalition.org Brazil became a CCAC partner in June 2023. It also joined the Global Methane Pledge – of which the CCAC is the Secretariat – in November 2021. The main national focal point is the Ministry of Environment and Climate Change (MMA) in partnership with the Ministry of Agriculture and Livestock (MAPA) for agriculture matters. Brazil has taken significant steps to mitigate climate change and reduce SLCPs through CCAC supported projects. These include an ongoing project in the agriculture sector, and 4 other projects that will start in 2024 in the areas of transport, waste management, livestock and SLCP planning (please check Brazil profile and projects in CCAC website). These projects expect to integrate SLCP in relevant Brazilian policies or programmes, such as the Plan for Adaptation and Low Carbon Emission in Agriculture (Plan ABC+), the National Solid Waste Policy, national Vehicle Inspection Programme, and Clean Air Strategies. They will also connect with partners efforts to formulate a national SCLP action plan and methane roadmap in waste and agriculture and contribute to the revision of the Brazil Climate Plan and the country National Determined contribution (NDC). The CCAC is seeking a CCAC SCLP technical consultant for Brazil to support MMA and MAPA with technical activities in the implementation of the aforementioned projects, to mainstream SLCP into national planning and strategies, and assist with the revision and preparation of technical SLCP materials. The consultant will work in close collaboration with the CCAC national coordinator (under recruitment) Output expectations (specific deliverables): 1. Technical support provided to SLCP national planning and methane roadmaps preparation. o Research, collection and harmonization of SLCP data in Brazil across sectors, mainly in agriculture, waste, and air pollution for integration into national SCLP planning, clean air regulatory frameworks and methane roadmaps. o Research of national and international trends for SLCP reduction. 2. Technical support provided during the implementation of CCAC ongoing and future projects in Brazil. o Assist with revision of technical products delivered by implementing partners, and participation in meetings with project implementers to provide technical feedback. 3. Support provided to SLCP capacity building and awareness and technical events. o Prepare SLCP guidelines, such as the update of the Guide for Monitoring the Air Quality and a Guide for elaboration of plans for critical air pollution events. o Assist with SLCP related meetings and events, including through preparation of technical background documents. o Disseminate and mainstream CCAC guidelines and knowledge products into national planning and capacity building processes (ex: MRAPs, scientific assessments, etc.) o Participation in CCAC technical meetings and events , online or in person; (eg. Sectoral hubs and national planning hub) and giving technical presentations when necessary.
Qualifications/special skills
● Advanced university degree, master or equivalent, in environmental science, sustainable development, engineering or management, or other relevant technical field ● A first-level university degree in combination with four additional years of qualifying experience may be accepted in lieu of the advanced university degree. ● At least 5 years of professional experience working in a field relevant to climate change, air pollution, sustainable development or environment and health is required. ● Demonstrated ability to provide technical assistance, including through research and preparation of technical documents to governments and other stakeholders is required. ● Proven experience in one of the focused sectors is an asset. ● Knowledge of short-lived climate pollutants, climate change and air pollution is required. ● Excellent writing skills are required. ● A good understanding of national policies in climate change mitigation (in particular, agriculture and/or waste sectors) and air pollution of Brazil is desirable. ● Knowledge in agriculture and/or waste sectors is an asset.

● Fluency in Portuguese and English is required.
